Job Description:
The Director of the Louisiana Space Grant Consortium (LaSPACE) is the lead Principal Investigator for Louisiana State University’s (LSU) Space Grant program funded by NASA, and works closely with LSU leadership, NASA's Office of STEM Engagement, the Louisiana Board of Regents, and all LaSPACE affiliate institutions to execute Louisiana's Space Grant and NASA EPSCoR Programs. The Louisiana Space Grant Consortium (LaSPACE) is part of the National Space Grant College and Fellowship Program; which consist of 52 jursdiction-based, university-led Space Grant Consortia in each of the 50 states plus the District of Columbia and the Commonwealth of Puerto Rico. The Director of LaSPACE provides leadership and overall direction for the planning and execution of projects in alignment with the Consortium's mission. The Director provides fiscal planning and oversight and oversees a variety of pprograms for student fellowships, internships, and scholarships, experiential, hands-on higher education student training, interdisciplinary space-related research infrastructure, K-12 educator professional development, and public outreach throughout the state of Louisiana. The position oversees all staff and directly supervises an assistant director, program managers, and coordinators. The Director oversees project reporting and the proposal development process including evaluating external funding opportunities and preparing and submitting proposals.
Responsibilities: Program Development & Management: Development and maintenance of subprogram funding portfolio. Revise existing programs to meet new challenges and opportunities; develop new funding opportunities to improve scope and reach of our programming. Write proposal and application guidelines. Complete comprehensive reviews of all incoming proposals and applications; make funding decisions. Manage any external reviewers for more substantial research programs; analyze reviews and make funding recommendations. Coordinate with the LSU Offices of Sponsored Programs and Sponsored Program Accounting & LA Board of Regents Federal Programs Administrator on contracting and fiscal requirements(30%). Grant Administration & Reporting: Responsible for administration and reporting functions of the Louisiana Space Grant Consortium. Develop or oversee development of all proposals submitted to NASA OSTEM under the NASA Space Grant Program. Serve as Principle Investigator on all proposals, responsible for complying with all policies and requirements locally and at NASA. Primary responsibility for reporting due to NASA, LA BoR, and LSU. Manages data collection and analysis for reporting purposes and program evaluation. Serves as the primary point of contact for external evaluation of LaSPACE programs(20%). Fiscal Planning, Budgeting, & Oversight: Manages budgeting and oversight of LaSPACE parent awards, program accounts, and subawards in collaboration with professional staff in the Department of Physics & Astronomy and the Sponsored Programs Accounting office at LSU. Sets spending and budget priorities and allocations. Works with funding agencies to ensure good fiscal stewardship (15%). Staff Management: Manages the LaSPACE Program Management team which includes oversight of our Space Grant program, as well as NASA EPSCoR programs in coordination with the Board of Regents, and our national ballooning program, HASP. LaSPACE's team positions under the director include, but are not limited to, Assistant Director(s), Program Manager(s), and Program Coordinator(s). Staff members in these roles manage a wide variety of project and tasks under the direction of the Director, including general administration, reporting, student flight programs, professional development programs, community outreach, and collaborative engagements(10%). Stakeholder Management: Represents LaSPACE interests with local, regional, and national stakeholders, inlcuding but not limited to LSU College of Science & Office of Research and Economic Development, LA Board of Regents Sponsored Programs Division, State EPSCoR Committee, National Council of Space Grant Directors, NASA EPSCoR Program Director
