Agency Description

The Office of Emergency Management (OEM) works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and resources to support the overall preparedness of the City of Philadelphia.

All OEM personnel must be City residents within six months of hire and are required to serve periodically in an on-call capacity on field response teams. OEM staff also periodically work during non-business hours for extended periods of time, as needed in a field environment, and during activations of Philadelphia’s Emergency Operations Center (EOC).

Job Description

The Office of Emergency Management (OEM) leads a collaborative emergency management program that engages the public, all levels of government, non-profit organizations, and the private sector to prepare and plan for emergencies and disasters. Through an integrated emergency management program, OEM works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and resources to support the overall preparedness of the City of Philadelphia.

OEM is seeking a Community Engagement & Constituent Services Program Manager. Candidates for this position should possess a strong desire to work in a team-oriented, fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. The Community Engagement & Constituent Services Program Manager supervises and supports the Community Resilience Coordinator and reports to the Deputy Director for Strategy Engagement and Administration. The successful candidate for this position will demonstrate the capacity to manage multiple complex projects simultaneously, think and communicate clearly, develop, and maintain professional interpersonal relationships, and is self-motivated, inquisitive, and adept at working with diverse groups.

Essential Functions

Under the direction of the Deputy Director, the Community Engagement & Constituent Services Program Manager provides strategic direction for the portfolio and is responsible for a range of activities including, but not limited to the following:

• Preparing and educating Philadelphia on potential emergencies and local hazards by utilizing equitable engagement strategies
• Provide community education to encourage households to obtain risk appropriate insurance
• Elected officials’ coordination
• Represents the Office of Emergency Management at conferences, community meetings, civic associations, other public meetings, and professional associations
• Serve in an on-call capacity to work during non-business hours for extended periods of time in a field environment and during activations of Philadelphia’s Emergency Operations Center (EOC). 
• Performing other work as required
• Coordinate and support the delivery of the Ready Philadelphia public education campaign with community outreach  materials, Personal and Family Emergency Preparedness Workshops, Business Continuity Workshops, youth programs and activities and vulnerable populations Workshops
