General Description

This position will assist the Chief Financial Officer in overseeing all financial operations of the County and act on behalf of the Chief Financial Officer when required in the general oversight of the Department of Professional Services. In addition, the position is responsible for directing the operation of Contract Services, Indigent Care Services, Child Welfare, Payroll and the County’s investments portfolio.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Monitors the County’s budget, including reviewing progress reports and projections, developing financial strategies, and recommending mid-year modifications to the Chief Financial Officer.

  • Reviews cash flow reports to ensure that adequate funds are available to meet County expenditure requirements.

  • Reviews budget progress, investment conditions, health and insurance plan conditions and other related topics.

  • Provides advice regarding County policies and procedures, fiscal operations, legislation and other key issues impacting the County.

  • Assist in the development, monitor, and administers various County contracts and insurance programs.

  • Assist in the development and administers department policies, procedures, goals, objectives and priorities.

  • Assist in the development, monitors, and administers the department budget; approves department payroll, leave, and purchases.

  • Assist in the oversee of the County payroll functions to ensure accurate processing, compliance with labor laws, and timely reporting.

  • Manages bonds for Public Officials-Elected and appointed, as well as some departmental bonds/policies.

  • Makes purchasing recommendations and manages various liability, property, and specialty insurance policies.

  • Coordinates annual facility inspections with the Facilities Department for all insured buildings.

  • Follows up communications with Insurance agency and/or providers.

  • Manages insurance claims from the County. Includes going out with inspectors, managing paperwork, and follow-up with adjusters and other related parties involved.

  • Maintains list of insured buildings and the supporting documentation such as WPI 8 and elevation certificates, ensuring that new buildings have complete documentation and are added to insurance policies as needed.

  • Maintains Insurance coverage through a bid process with renewal annually. RFP process required every 3 years, optional on a year by year basis.

  • Manages / Monitors self-insurance fund.

  • Coordinates with Fleet Management staff to research and provide a variety of statistical and administrative reports showing safety performance and accident trends. This includes the analysis of accident reports to determine the nature, extent, cause and circumstances surrounding the accident.

  • Works with the grants management staff to provide historical and current records of insurance coverage in compliance with FEMA and other requirements.

  • Coordinates building coverage with FEMA requirements.

  • Creates database and maintains copies of the files/records on all properties including property description, structures, insurances, tenant information and agreements, inspection reports, repair reports etc.

  • Works with Legal and Fleet department staff to pay invoices on County vehicles that are damaged.

  • Manages the financial aspects of the County’s property leases. Selects, hires, trains, disciplines and terminates employees.

  • Serves as primary liaison between the Contract Services Department and the general public and various community groups, organizations, and agencies.

  • Attends and makes presentations to Commissioner’s Court and other groups and organizations. Represents the interests of Galveston County on various boards and commissions.

  • Performs other duties as assigned by supervisor.
