JOB TITLE: Director of Human Resources

REPORTS TO: Chief Operating Officer

SCHEDULE: Monday-Friday (8:30am-5:00pm)

LOCATION: Venice, CA, Access Center (Hybrid)

STATUS: Full-Time, 40 hrs/wk, Exempt

SALARY RANGE: $100,000 - $115,000 Annually

Safe Place for Youth (SPY) is the leading service provider for youth experiencing or at-risk of homelessness in West Los Angeles. Founded in 2011, our agency offers trauma-informed, low barrier programs that support young people in exiting the streets and achieving stability. ABOUT THE ROLE:

The Director of Human Resources is responsible for managing and monitoring the following functional areas: employee relations, recruitment, onboarding, policy development and implementation, employment law compliance, payroll functions, benefits administration, leaves and terminations, performance reviews, and risk management. This position requires an extremely perceptive, flexible, and proactive person who is capable of relating to and working collaboratively with individuals at all levels within the organization. 


WHAT YOU’LL DO:

  • Oversee the Human Resources (HR) department and personnel, and work closely with SPY’s external HR team to assure seamless and comprehensive HR support. 
  • Lead performance management for all HR team members including coaching, disciplinary processes, and assurance that department goals and deadlines are met.
  • Implement trauma-informed organizational practices within HR and provide trauma-informed, strengths-based supervision and professional development for supervisees. 
  • Communicate with management and employees on various human resource policies, procedures, laws, standards and other government relations.
  • Ensure all HR policies, procedures, and training programs are consistently administered, aligned with organizational goals and in compliance with professional and regulatory standards; monitor adherence to rules, regulations and procedures. Develop and implement new policies as needed and ensure that SPY’s employee handbook, Workplace violence Prevention Program, and any other necessary documents, are accurate and updated annually.
  • Assure compliance with SPY’s Illness and Injury Prevention and Workplace Violence Prevention Programs, including management training, incident report completion, tracking, and all other procedures necessary for compliance
  • Administer SPY’s compensation program, career pathways, and execute the performance evaluation process
  • Assure appropriate maintenance and auditing of employee files and job description.
  • Receive, manage, and guide timely and comprehensive responses to complaints and employee relations issues.
  • Negotiate and manage employee benefits plans, including claims resolution; support staff with benefits; communicate benefits information; and manage open enrollment.
  • Conduct recruitment for all positions, and temporary employees; manage internships; conduct new employee orientations; and monitor employee development and lifecycle.
  • Work closely with other supervisors and external HR team to assure timely and comprehensive performance management across the agency. 
  • Manage implementation of payroll bi-weekly, ensuring accuracy, proper funding allocations, and timely disbursements of final paychecks
  • Monitor and ensure compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Facilitates professional development, training, and certification activities for HR staff.
  • Manage HR budget and assure appropriate stewardship of funds. 
  • Represent the organization for any unemployment or other legal claims.
  • Work closely with the Chief Operating  Officer on other organizational matters as needed, including strategic planning issues, budget matters, employee engagement and retention strategies, staff development and other organizational development issues.
  • Completes regular reporting, including monthly outcomes reporting.
