This pivotal role is instrumental in uplifting SPO’s mission by providing comprehensive oversight, strategic planning, and hands-on guidance for the limited delegation and small agencies within the State.<br/><br/>As a Subject Matter Expert, you will spearhead single agency solicitations, serve as a primary point of contact, and in certain instances, act as the Procurement Officer for smaller agencies. Your responsibilities include providing essential training and mentorship to limited delegation agencies' personnel, meticulously monitoring processes to ensure compliance, and leading the full lifecycle of solicitations—from development and management to contract administration. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.</span></em></p> </div> <div> <strong><span>Job Duties:</span></strong> </div> <div> <ul> <li><span>Agency Support &amp; Customer Relations: Serve as the primary SPO liaison and Subject Matter Expert for limited delegation and small agencies, providing dedicated coaching, strategic planning guidance, compliance assistance, and exceptional customer service.</span></li> <li><span>Training &amp; Mentorship: Design and deliver essential procurement training programs to agency personnel to build internal capacity and ensure adherence to state procurement standards.</span></li> <li><span>Solicitation Leadership: Lead the full lifecycle of single-agency and limited-delegation solicitations, including crafting solicitation documents, managing the evaluation process, and driving competitive offerings.</span></li> <li><span>Contract Administration: Oversee contract administration for supported agencies, managing contract performance, compliance, renewals, amendments, and vendor relations.</span></li> <li><span>Program Oversight: Step in as the acting Procurement Officer when required for designated small agencies, actively monitoring processes to maintain operational integrity and mitigate risks.</span></li> </ul> </div> <div> <strong><span>Knowledge, Skills &amp; Abilities (KSAs):</span></strong> </div> <div> <p><span><strong>Knowledge of:</strong></span></p> <ul> <li><span>Comprehensive understanding of state and federal government procurement statutes, rules, and regulations.</span></li> <li><span>Expertise in contract administration and the application of best practices for determining optimal sourcing strategies and methods.</span></li> <li><span>Proficiency in Lean tools and methodologies to drive process improvements and operational efficiency.</span></li> <li><span>Advanced negotiation techniques and effective relationship management skills to optimize vendor partnerships.</span></li> <li><span>Knowledge of supply chain, logistics, and resource management within a government context.</span></li> <li><span>Strong research capabilities and analytical skills related to market pricing trends and local/national sources of supply.</span></li> <li><span>Fundamental understanding of g
