EMERGENCY MANAGEMENT SPECIALIST

This is a full-time position that receives all benefits afforded to regular employees.

Summary: The EMA Specialist position is essential for the safety and is a critical member of the IMT. The incumbent is required to assist the Emergency Management Division in the critical functions of planning, organizing, and conducting operations for mitigation against, preparedness for, response to, and recovery from major emergencies and disasters in the county.

Essential Job Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

• Supervises and monitors the actions of volunteer teams.
• Responds to water and land search and recovery efforts utilizing the EMA Volunteer Search and Recovery Squad.
• On a 24-hour basis, responds to hazardous material incidents, bomb threats, severe weather alerts, and other natural or man-made emergencies.
• Stays abreast of current weather conditions and advises city/county administrators and/or department heads of any action that may be needed.
• Manages the EOC equipment; oversees the day-to-day operations of the center, as well as manages operations during emergency activation.
• Researches, identifies, and makes recommendations regarding information technology and communications equipment.
• Assists in the creation and updates of emergency plans and SOPs.
• Coordinates and implements comprehensive plans, procedures, and systems to ensure an efficient and effective all-hazards level of preparedness and response to major emergencies.
• Ensures the EOC is staffed with knowledgeable, qualified personnel and makes training and exercises available to these personnel.
• Coordinates the WebEOC, damage assessment, and Hurrevac programs utilized by EMA staff.
• Manages the agency communications systems to maintain readiness.
• Implements and assists in directing county-wide contingency preparedness training and exercises.
• Assists in coordinating mutual aid support with surrounding cities, counties, and the state.
• Reviews and updates mutual aid procedures and agreements.
• Evaluates county-wide plans for transportation, shelter, mass care, health and medical services, evacuation, and re-entry from a wide variety of emergencies.
• Assists in managing department financial resources.
• Assists in developing and implementing departmental budget, including making recommendations regarding establishing priorities for capital and material requirements.
• Monitors expenditures to ensure compliance with the approved budget.
• Prepares or completes various forms, reports, correspondence, memos, and emergency operational plans.
• Must be available for travel when required.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE:

A high school or general education equivalency diploma is required. A Certified Emergency Manager Certification or the ability to obtain certification within 3 years of employment is required. Ability to become National Incident Management System compliant within 6 months of employment required. Ability to hold or readily obtain a valid Georgia driver’s license is required. Three or more years of experience in Emergency Management or a related field is desired. Certifications
