About the role

DESE Research, Inc. is seeking a highly capable and efficient Advanced Security Specialist to support Security and Emergency Management at the Missile Defense Agency (MDA). This position will be on-site at MDA and will serve to implement the MDA Management Planning and Continuity of Operations (COOP) Programs. The candidate must be capable of providing expertise in Emergency Management and COOP. Responsibilities within this position include applying analytical principles and practices, as well as research and technical support in the development and production of security products and activities to protect Agency personnel and facilities.

Required Qualifications:

  • Secret Security Clearance; Top Secret with SCI eligibility preferred
  • Certified in relevant Security/CI field
  • 10+ years of relevant experience
  • Ability to work independently or concurrently in leading/supporting teams to directly solve complex problems
  • Excellent competency with the Microsoft Office Suite and Adobe

Responsibilities:

  • Serve as the MDA Occupant Emergency Coordinator (OEC) to develop and maintain relationships with MDA employees enlisted to emergency response positions
  • Oversee and support the day-to-day occupant emergency plan activities including Occupant Emergency Organization (OEO) recruitment, planning, testing, training, and exercises; maintain contact information and roster of OEO personnel
  • Comply with emergency management-related directives, regulations, policies, civil rights laws, standards, and guidance in response to natural and man-made disasters; assess, inspect, or evaluate emergency management processes, plans, standard operating procedures, or guidance for compliance
  • Integrate diverse stakeholders (e.g., disability, diverse population) into emergency preparedness and response activities to ensure they have equal access and resources in accordance with civil rights law; determine needed and available resources (e.g., technical expertise, equipment, and infrastructure) and capacities, as well as future sources, to support emergency activities
  • Develop and prepare emergency management policies and plans, procedures, exercises, and continuity training plans and procedures
  • Train occupant emergency team personnel and coordinate required equipment
  • Develop and implement emergency management standards, regulations, practices, training, and procedures to identify, minimize, or eliminate hazards and threats
  • Analyze, review, and implement activities supporting COOP, Continuity of Government, occupant emergency, and contingency planning
  • Provide coordination and assistance to major activities to ensure the capability to continue essential functions during any event or incident
  • Conduct regular communication checks with the regional Security Operations Centers (SOCs); prepare and conduct briefings for regional emergency preparedness
