Full timePURPOSE OF CONSULTANCY
PAHO's Climate Change and Environmental Determinants Unit (EC/DHE) has been working on the development and implementation of proposals and projects related to environmental sanitation with an emphasis on the management of solid waste from the health sector, focused on actions aimed at reducing the impacts generated by the attention to the COVID-19 pandemic and other emerging diseases.Among the activities developed is the accompaniment of projects that the Pan American Health Organization (PAHO) has been executing in the countries of the Americas with funds from various donors. These projects are aimed at the implementation of strategic actions that integrate environmental health issues, essential functions in environmental public health, and the development of the Agenda for the Americas on health, environment, and climate change 2021-2030, including the issues of climate change, air quality, water, sanitation and hygiene, hazardous waste management, and environmental determinants of health.
PRODUCTS PROPOSED WITHIN THE CONTRACT
- 31 May 2025: Report on the Status of Implementation of the Solid Waste in Health Facilities Project PAHO-GAC Waste, Including Organization of the Base Information of the Reports of 4 Countries - $2,500
- 24 June 2025: Prepare a baseline document on waste management in Costa Rica on the basis of the waste in SE survey.
Development of quarterly GAC project report - $3,500
15 July 2025: Prepare a baseline document on waste management in El Salvador, based on the survey of waste in ES - $2,000
30 July 2025: Develop eight meetings with countries for project management waste in ES. Activity progress report - $1,500
10 August 2025: Development Report Regional Workshop on Solid Waste Management - $3,000
20 September 2025: Present the first draft of the regional methodological manual for collecting information on waste management in health facilities - $2,800
30 September 2025: Develop nine follow-up meetings with countries for the Waste in HE project. Progress report on activities in the Region - $1,800
- 25 October 2025: Present a final draft of the regional methodological manual for collecting information on waste management in health facilities - $2,700
- 30 November 2025: Regional Waste in SE in LAC Survey Results Analysis Report - $3,200
- 20 December 2025: Preparation of the quarterly GAC project report and final report of GAC project activities - $4,500

DESCRIPTION OF DUTIES:
OBJECTIVE
Development of the framework on waste management of health facilities in Latin American and Caribbean countries, within the project "Providing access to COVID 19 vaccination in vulnerable populations with emphasis on Colombia, Haiti and Jamaica (PAHO cooperation and Global Affairs Canada), in its component of health waste management in the context of COVID-19 and other emerging diseases, within the Climate Change and Environmental Determinants of Health Unit.
CONSULTANT PROFILE:
Education:
Essential:
- Bachelor’s degree in health, environmental science, environmental engineering, environmental management, or a related field
- Minimum of 3 years’ experience on topics related to healthcare waste management and Healthcare management policies.
- Experience in project management, including developing work plans, tracking progress, and ensuring timely delivery of results.
- Ability to work effectively with stakeholders, including project staff, implementing agencies, and communities affected by the project.
Desirable:
- Advanced degree (Master’s or PhD) in environmental health, public health, global health or a related field
- Theoretical knowledge on environmental health indicators and analysis
- Experience in the organization of similar projects
- Demonstrated ability to share knowledge and experience, identify and disseminate good practices, and work effectively in a team setting and across organizational, cultural, and national boundaries
- Should be familiar with working with UN agencies
- Past work experience with PAHO/WHO in relevant field
