About the role

Overview

The Project Manager will serve as the Contractor’s Key Personnel lead responsible for the successful delivery, management, and coordination of work supporting enterprise business applications within the NIH Business Applications Services (BAS) environment.

 

The Project Manager will provide overall leadership for contractor delivery, ensuring work is completed on time, within scope, and within budget. This role is responsible for project planning and execution, stakeholder coordination, financial and resource management, risk management, quality oversight, reporting, and coordination of technical and functional teams throughout the systems development lifecycle.

Responsibilities

  • Serve as the contractor Project Manager and Key Personnel lead for the assigned program.
  • Work closely with the Contracting Officer’s Representative (COR), system owners, business owners, and other Government stakeholders.
  • Manage project scope, schedule, cost, quality, resources, dependencies, risks, issues, and deliverables.
  • Lead project planning, estimation, execution, monitoring, and tracking for Agile and iterative releases.
  • Coordinate technical and functional teams throughout requirements, design, development, integration, testing, implementation, operations, maintenance, and enhancement activities.
  • Lead meetings with Government stakeholders, business users, technical teams, and functional teams.
  • Maintain clear communication regarding project status, accomplishments, risks, issues, dependencies, mitigation activities, and upcoming milestones.
  • Oversee contractor deliverables and ensure quality throughout the software development lifecycle.
  • Manage project financial activities, including labor utilization, timekeeping, cost tracking, budget alignment, forecasting, and reporting.
  • Prepare and maintain project plans, schedules, release plans, risk and issue registers, status dashboards, and other required project documentation.
  • Manage project resources to ensure appropriate staffing levels, expertise, skill mix, training, and team readiness.
  • Coordinate operations and maintenance, enhancements, releases, modernization, and other authorized development efforts.
  • Support requirements traceability, testing oversight, release readiness, configuration management, and implementation planning.
  • Identify and mitigate project risks and escalate issues requiring Government attention.
  • Support continuous improvement initiatives focused on quality, efficiency, automation, and cost reduction.
  • Support adoption of Government-approved AI-assisted development, automated testing, DevSecOps, cloud, and intelligent automation practices as applicable.
  • Perform other duties as assigned

Qualifications

  • Minimum 10 years of experience as an IT Project Manager.
  • Minimum 3 years of experience managing IT projects of similar size and complexity using the same or similar technologies.
  • Minimum 2 years of experience leading projects using Agile or iterative Enterprise Performance Life Cycle (EPLC) approaches.
  • Minimum 2 years of experience leading IT projects for the Federal Government.
  • Strong understanding of the complete software engineering lifecycle, including requirements, design, implementation, testing, deployment, and operations and maintenance.
  • Solid understanding of EPLC.
  • Demonstrated experience managing project scope, schedule, cost, resources, risks, issues, dependencies, and deliverables.
  • Experience managing Agile or iterative software releases.
  • Demonstrated ability to lead technical and functional teams.
  • Experience working with system owners, business owners, CORs, and other Government stakeholders.
  • Ability to lead teams in evaluating and adopting new technologies.
  • Excellent written and verbal communication skills.
  • Strong stakeholder management, facilitation, interpersonal, and client-facing skills.
  • Must hold or be eligible to obtain a Public Trust Moderate (Tier 2) background investigation.
