About the role

The Celestar Corporation has been issued an IMMEDIATE NEED Task Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a Police Advisor (Haiti Multinational Security Support (MSS) Support Office) who will be seated in Washington, D.C. or Miami. If interested and qualified, we welcome you to post for this challenging opportunity.

GENERAL DESCRIPTION
The U.S. Department of State supports the implementation of the Multinational Security Support (MSS) mission for Haiti to respond to the Government of Haiti’s request for a specialized force to provide security and stability in the face of increased gang violence. The MSS objective is to support the Haitian National Police (HNP) as it undertakes complex anti-gang operations, protects Haitian citizens, and regains control of gang-held territory. The MSS was authorized by the United Nations on October 2, 2023, in resolution 2699. The government of Kenya is the lead nation for the mission, with support from the international community to fund, staff, and equip the mission.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) Office of Western Hemisphere Programs (WHP) supports multiple aspects of the MSS including, but not limited to, pre-deployment or sustainment training for participating officers (including on human rights and the appropriate use of force); enabling logistics and life support services, such as transportation, lodging, and light refurbishment at base facilities, and; an international mechanism for personnel support for participating officers in the planned MSS, subject to rigorous vetting and oversight protocols.

INL works closely with U.S. government partners, international donors, and international organizations in the establishment of the MSS. INL also maintains a separate, but related, bilateral effort with the government of Haiti to train, equip, and develop the professional capacity of the HNP to re-establish and sustain citizen security throughout Haiti. The core mandate of the MSS to support the HNP in conducting anti-gang operations, protecting Haitian citizens, and regaining control of gang-held territory requires close daily coordination between the MSS and the HNP at the strategic, operational, and tactical levels. The provision of police advisors to the MSS will ensure a coordinated approach across MSS lines of effort and in collaboration with the INL team in Port-au-Prince (INL/PAP) and other relevant contributors to HNP development such as the Government of Canada and the United Nations Integrated Office in Haiti (BINUH).

To ensure the coordinated operations of the MSS, the USG and Kenya are developing Headquarters and Support Office structures to be staffed by Kenya and other international partners to the mission. The headquarters office is expected to be based in Port-au-Prince and co-located with the mission base. The MSS Support Office is anticipated to be in the United States, likely Washington, D.C. or Miami. These proposals are not finalized and are subject to change. The positions established under this Statement of Work will be located at the MSS Support Office in Washington, D.C. or Miami.

PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding. The INL Contracting Officer will notify the vendor of the Government’s intent to exercise an option prior to the end of each performance period in accordance with FAR 52.217-9.

LEVEL OF EFFORT
Hours for this full‐time position will be the core hours of the MSS, 40 hours per week, with the days of the week to be determined and communicated in advance by the COR. The level of effort for these positions is equivalent to a Police Advisor Level 2, 3, or 4.

POSITION LOCATION
The position is located at the MSS Support Office – location TBD (likely Washington, D.C. or Miam) with initial TDY to Washington, D.C. at the USG Interagency Working Group.

TRAVEL
Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.
