Please Note: This position will require reliable transportation and flexibility as you will float between Residential locations to support Program needs throughout the Portland Metro and surrounding areas. 

Purpose: The Floating Facility Administrator is responsible for acting as an interim Facility Administrator for programs as directed by the Licensed Residential Director. The Floating Facility Administrator works closely with Licensed Residential Directors and House Managers to maintain occupancy, ensure programs meet licensing requirements, and manage day-to-day facility operations and support the team in the absence of a permanent Facility Administrator. The Floating Facility Administrator is designated by the licensee as responsible for the daily operation and maintenance of the facility, and acts as Administrator for the facility within the context of the Oregon Administrative Rules. This individual is ultimately responsible for overseeing the operation of the residential program and residential staff. The Floating Facility Administrator is responsible for supporting a culture of respect and unconditional positive regard for residents, and modeling engagement in Team Based Care. The Floating Facility Administrator leads with integrity and honesty, embraces a growth mindset and approaches situations with curiosity. This role actively engages with the full Team Based Care team and ensures care is delivered in alignment with the Agency Mission and Vision. The Floating Facility Administrator provides direct supervision for the program’s House Manager and actively engages staff in the development of their skills and competencies. 

 

Accountabilities: 

Program Leadership 

Quickly forms relationships with established teams to provide leadership, guidance and coaching 
Promotes engagement with residents that supports them in achieving their goals and transition plans. 
Develops and maintains of a culture of unconditional positive regard toward residents that supports the individuals in achieving their goals and transition plans. 
Actively engages in Team Based Care including collaboration with Team Based Leadership.  
Schedules and facilitates conversations with external stakeholders, community supports and care teams to support resident needs.  
Responsible for employee retention/recruitment. 
Provides feedback and growth opportunities, including coaching and modeling, to staff in order to support development of skills, professional development, and exceptional delivery of services. 
Provides and documents twice monthly supervision for House Manager and completes annual performance review for the House Manager.  
Ensures RSS staff are receiving at least twice monthly supervision with the House Manager, and annual performance reviews are completed on time.  
Coordinates with Human Resources, as needed, to address employee concerns. 
Responsible for addressing and responding to resident, staff and external stakeholder feedback. 

Program Management 

Provides at least 20 hours of on site administrative support 
Steps in as a Facility Administrator for programs with a vacant Facility Administrator position or provide coverage for Facility Administrators currently on time off or leave, at the direction of the Licensed Residential Director.  
Facilitates care coordination with all internal and external partners involved in a resident’s treatment including, but not limited to, county and state representatives, medical providers, pharmacy, legal guardians, and natural supports. Responsible for assuring that all residents are offered medical and dental attention when needed and every 6 months. 
Processes referrals to the program in a consistent and timely manner in adherence to standards identified in OARs. Actively works to maintain full occupancy of the program. 
Facilitates program intakes and discharges, in a complete and timely manner and in alignment with requirements identified in OARs. 
Responsible for the program’s compliance with medication management protocol. Actively communicates with medical providers and the pharmacy regarding medication orders. Ensures any changes in a resident’s medication orders are communicated to and understand by the program staff 
Works with House Manager to ensure completion of the weekly medication audit and monthly medication cycle review. 
Responsible for ensuring overall standards for the program are upheld including maintenance, catering/food, and general supply needs. 
Respond to after-hours telephone calls for consultation and coverage needs. Provide emergency shift coverage when coverage is otherwise unavailable.
