Job Summary:

Serves as the Quality Control Manager to manage the quality program in support of the Ft. Bragg HVAC Maintenance and Services task order. Also, service as the Site Safety Health Officer.

No relocation funds available. Ideal candidate within 50 miles of Ft. Bragg, NC.

Roles and Responsibilities:

  • Develop and maintain an effective quality control program to ensure HVAC Preventive and Corrective Maintenance requirements are performed in accordance with base contract.
  • Manage program specific quality control plan requirements to ensure compliance with base contracts
  • Develop site/task specific quality control plan for each task order within the program to ensure compliance with task order requirements
  • Prepares quality documentation and reports by collecting, analyzing and summarizing information and trends
  • Implement systems to identify, track, report, and reduce or eliminate non-conformities
  • Identify and recommend opportunities for improvement
  • Recommend and implement methods of sampling, to include random, 100% inspection, periodic surveillance, and customer feedback.
  • Duties may include Site Safety and Health Officer, if qualified. If qualified for SSHO:
    • Conduct daily safety and health inspections and maintain a written log.
    • Understand how to run safety meetings and tool box sessions.
    • Maintain the OSHA Form 300 for prime and sub-contractors.
    • Maintain applicable safety reference material on the job site.
    • Maintain MSDS records
    • SME on personal protective equipment (PPE) use
    • Implement and enforce accepted APP’s and AHA’s.
    • Comply with Client HSE training and safety documentation requirements.
    • Maintain a safety and health deficiency tracking system that monitors deficiencies until resolution.
    • Ensure subcontractor compliance with safety, health and environmental requirements.
  • Other duties as assigned.
  • Must be able to obtain clearance for base access.
  • 10% travel.

Basic Qualifications:

  • U.S. citizenship.
  • BS degree in an engineering or quality related field from an accredited university preferred. 
  • 7-10 years’ experience in the quality control field
  • 5 years' experience as a quality control manager
  • Certificate of completion for the USACE Construction Quality Management for Contractors (within last 5 years).
  • Understanding of quality practices as they relate to construction practices and engineering services
  • Meet EM 385-1-1 requirements to serve as a SSHO.

Preferred Qualifications:

Preferred to have EM385-1-1 SSHO qualifications:

  • (1) Five (5) years of continuous construction industry safety experience in supervising/managing general construction (managing safety programs or processes or conducting hazard analyses and developing controls), or
  • (2) Five (5) years of continuous general industry safety experience in supervising/managing general industry (managing safety programs or processes or conducting hazard analyses and developing controls), or
  • (3) If the SSHO has a Third-Party, Nationally Accredited (ANSI or National Commission for Certifying Agencies - NCCA) SOH-related certification, only 4 years of experience is needed.
  • Preferred to have completed the 30-hour OSHA Construction safety class or as an equivalent, 30 hours of formal construction safety and health training covering the subjects of the OSHA 30-hour course (see Appendix A, paragraph 4.b, EM 385-1-1) applicable to the work to be performed and given by qualified instructors. Must have CPR certificate.  Experience on USACE projects and familiarity with EM 385-1-1 a plus. Completion of EM 385-1-1 24-hr fall protection course preferred.
