About the role

The Department of Surgery is seeking an Assistant Administrator - Clinical to manage the financial and budgeting activities for the department. The position reports directly to the Administrator for the Department with a dotted line reporting to the Director of Finance to ensure efficient and coordinated functioning of the Department. This job encompasses the management of a large and complex divisional structure encompassing finances, human resources, program/business development, and other fiscal and administrative operations of the department.


Specific Duties & Responsibilities

  • Partners with Administrator on strategic financial planning and makes recommendations on department growth and development. Serves as a point of direct contact for CPA, SOM and JHM leadership in all financial and budgetary concerns
  • Manage all financial lines of business (clinical, gift, endowment, etc.) whose total revenues are in excess of $120 million dollars. Monitor for profitability and complexity. Work in partnership with RMS to manage the research budget.
  • Oversees the daily operation of the department’s financial and accounting operations. Supervises a team of accounting, finance and payroll staff. Supervisory responsibilities include developing job descriptions, interviewing, hiring, training, motivating, evaluating, and initiating disciplinary action as needed, according to HR policies and procedures. Work closely with SOM Human Resources for appropriate grading and salaries of staff.
  • Develop and maintain various computerized management systems with spreadsheets and databases to assist with this process.
  • Design and produce various reports utilizing institutional data to create monthly, quarterly, and annual financial reports for Departmental Chair & Administrator.
  • Review monthly account and/or business plan activity, correct errors, and inform the Department Chair, faculty, Director of Finance and Administrator of any problems or discrepancies.
  • Provide, review, and analyze the clinical practice finances of the department.
  • Oversee development of monthly and quarterly reporting, faculty profit and loss statements, and financial reporting for all affiliated hospitals and programs
  • Develop strategies with the Department Chair and faculty for establishing and utilizing discretionary funds for the preservation of the Department's teaching, research, and patient care.
  • Oversee the development of the departmental fiscal operating budget for submission to the School of Medicine.
  • Design and produce other special reports as requested by Chair, Administrator, Director and other faculty members.
  • Reviews accounts and cost centers regularly, eliminates unneeded accounts, and establishes new accounts as necessary.
  • Oversee the development of dashboards for department activity. Develops complex financial reports for forecasting, trending, and results analysis.
  • Partner with DOF to support the implementation of complex financial systems and processes. Oversee the maintenance and enhancement of budget monitoring systems.
  • Reviews and approves final capital expenditures proposals, profit plans, operating records, and financial statements.
  • Ensures efficient management of departmental/divisional control salary, default accounts, and effort reporting. Collaborates with faculty to ensure resolution of funding shortfalls.
  • Oversees staff who monitor payroll expense distribution, e-form completion, ensuring adherence to university and federal guidelines. Collaborates with appropriate internal and external administrative offices to ensure that required policies and procedures are followed.
  • Program Planning and Development: Develop detailed business plans for new and existing clinical and research programs to include market demand assessment, capital needs, facilities, divisional strengths and weaknesses, operational requirements, and implementation plans.
  • Formulate tactical business plans in conjunction administrative leaders and other affiliated institutions.
  • Make recommendations to Chair, Administrator, and Director of Finance in the form of decision options.
  • Outline existing opportunities to improve space utilization and define needs and justification for additional space to the SOM, and JHH.
  • Provide departmental information as requested by School, Hospital, or other external entities as requested and appropriate.
  • Perform other duties as required.


Minimum Qualifications
  • Bachelor’s Degree in Accounting, Finance, Business, or related field. CPA or Master’s Degree preferred.
  • Minimum seven years progressively responsible professional level administrative management/leadership and financial experience related to monetary or non-monetary resources required.<
