Job Summary:

- Supervise all activities for researching, preparing and reviewing utility and railroad agreements and clearances for projects under the statewide highways jurisdiction.
- Manage the Subsurface Utility Engineering (SUE) On-call contracts.
- Develop and provide guidance on the use of SUE application on all projects.
- Monitor compliance of SUE activities as per CI/ASCE 38-02 guidelines.
- Research and Incorporate new and proven SUE Technologies to support migration of project construction documents into e-format.
- Review all information necessary to complete contractual elements of assigned projects accurately and expeditiously.
- Monitor and develop project development and organization procedures, processes and activities for consistency and continuity.
- Participate in identifying and implement process improvements and developing related performance measurements.
- Model ADOT values through leading, coaching and developing problem solvers to implement and sustain a continuous improvement culture.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Provides direction for all activities for research, prepares & reviews utility and railroad agreements and clearances. Oversees the work of engineering staff to assure work conformance to the project development process. Assures assigned work adheres to project requirements for producing quality products including coordination activities and project schedules.

Manages the Subsurface Utility Engineering (SUE) On-call contracts. Develops and provides guidance on the use of SUE application on all projects. Monitors compliance of SUE activities as per CI/ASCE 38-02 guidelines. Researches and Incorporates new and proven SUE Technologies to support migration of project construction documents into e-format.

Makes task assignments consistent with department program delivery needs and provides guidance prioritizing work tasks and assignments. Reviews work done by staff and/or consultants, monitors staff assigned work to assure meeting project requirements. Coordinates activities with other ADOT offices and outside agencies like utility and railroad companies and FHWA.

Provides direction and guidance to resolve problems that arise in connection with assigned tasks. Engage in process improvements, measures performance.

Hires new employees, approves leave request, and evaluates performance of subordinates. Provides on the job training for staff. Oversee the administrative staff of the section.

Performs utility coordination and prepares utility agreements on complex projects and others as needed.

Supervise developing and maintaining databases and generating reports. My drive a state vehicle in the course and scope of state business.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
-Working knowledge of the principles, methods, practices and techniques of Civil Engineering
-Knowledge of state laws, federal regulations and agency standards, policies and procedures per training to utility, railroad and highway design development and construction
-Knowledge of the preparation of construction specifications related to utility and railroad usses
-Working knowledge of utility and railroad clearance issues and methods of utility construction
-Familiarity and ADOT procedure,
