Position Overview
This position is responsible for developing and implementing policy and procedures for operations roadside maintenance and training. The incumbent is responsible for the development and successful implementation of the annual contract maintenance program to help maintain and preserve 46,359 lane miles of pavement, maintain facilities at 53 rest areas, as well as various roadside maintenance activities.

Essential Functions
- Develops policies and procedures for maintenance field operations to achieve most efficient maintenance operations, improve services, and make the best use of available resources.
- Develops policies and procedures required to guide the winter snow and ice removal operations activities for the state highway system.
- Develops policies and procedures for vegetation management (both turf and plant related activities) on highway rights-of-way on a statewide basis and oversees policies and capital projects for rest areas.
- Develops policies and procedures governing pavement maintenance and preservation and serves on the Pavement Preservation Committee.
- Makes recommendations on annual contract maintenance program project requests, priorities, and annual budgets applicable to maintenance operations.
- Oversees training programs in the Bureau of Operations and ensures that suitable training is developed and implemented for central office and district personnel.
- Performs other duties as required or assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Eight years of experience in civil engineering including three years supervising staff and managing engineering functions.
Preferred Qualifications
- Comprehensive knowledge of the principles and practices of civil engineering with specialized knowledge of transportation engineering.
- Ability to develop and maintain cooperative relationships with departmental staff.
