OVERALL DESCRIPTION

VEM

The Assistant Director is responsible for the maintenance and repair of all revenue vehicles. Supervises first level Vehicle Maintenance Managers and location operations in a garage, carhouse, shop, and/or yard environment. Occasionally, will be required to act on the behalf of the Director of Vehicle Maintenance and must be able to manage the entire operation on a short-term basis. Participates in the development, implementation, and enforcement of the Operating and/or VOH Budgets.

SPECIFIC RESPONSIBILITIES

 

I. General Assistant Director, Maintenance Disciplines

1. Supervises and manages maintenance workforce. Schedules employees' work hours to work hours to maximize productivity in accordance with established economic efficient and safe work standards.
2. Maintains and improves physical building and related equipment. 
3. Develops, recommends, maintains and measures quality of maintenance and preventive maintenance procedures.
4. Controls labor and material expenditures to comply with budgetary limitations.
5. Develops and provides training programs for employees as required.
6. Communicates with union personnel, peers and higher level supervision for effective cooperation and resolution of problems.
7. Responsible for problem diagnosis and repairs.
8. Specifies and orders required materials and tools.
9. Review applied disciplinary actions and participates in grievance procedures as required.
10. Implement and administer procedures to correct employee attendance, lateness, overtime, and injuries while maintaining accurate records.
11. Provide daily, weekly, or monthly reports, as required, to Director of Maintenance.
12. Interviews and selects applicants to fill positions as required.
13. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.

1. Supervises and manages first level managerial employees, as well as all hourly employees.
2. Develops work schedules to maximize productivity in accordance with existing SEPTA policies, safe working standards, and Labor Agreements.
3. Responsible for long and short term scheduling of vehicle maintenance repair/overhaul, in compliance with established, safe industry standards and regulations.
4. Enforces Authority Policies and Procedures.
5. Develops, recommends, maintains, and measures quality of preventive maintenance procedures.
6. Manages labor and material expenditures to ensure budgetary compliance.
7. Monitors and controls overtime, I.O.D., sick rates, and payroll.
8. Develops and provides training programs for employees as required.
9. Ensures that performance and attendance records for supervisory and hourly employees are properly monitored and when required, ensures the consistent application of disciplinary action to correct performance and/or attendance problems.
10. Communicates with union personnel, peers, and higher level supervision for effective cooperation and resolution of problems.
11. When required, investigates grievances and conducts interviews, as well as Informal Hearings with Union Section Officers and Staff Officers.
12. Oversees the preparation of various pickings.
13.  Sets day-off as well as vacation quotas for location personnel.
14. Assists in the preparation of forecasts for vehicle inspections and/or rail maintenance repair/overhaul, staff estimates and material requirements including the need for new equipment.
