Pay Range
$133,950 - $164,028 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
Job Description
We have an opening for a Subcontract Analyst who will solicit, negotiate, award, and administer various types of Real Property (ingrant) leases for offsite workspace and other real property conveyances such as outgrant licenses, permits or easements. In addition, on a part time basis subject to variations in workload, this subcontract analyst will solicit, negotiate, award, and administer various types of subcontracts for construction/architectural and engineering, Decontamination and Demolition (D&D), and related services. You will, in accordance with applicable regulations and the DOE-NNSA Real Property Asset Management Manual and California Real Estate laws, negotiate and administer various moderate to high value dollars, fixed price, cost reimbursable, unique and/or unusual complex subcontracts/ real property transactions. This position is in the Procurement Department.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
You will
- Apply and interpret established procurement policies, procedures, and processes, including those that are highly complex and may require in-depth analysis and interpretation such as the Real Estate Asset Management Manual; ensure compliance with internal and external business standards, and Department of Energy/National Nuclear Security Administration (DOE/NNSA) requirements.
- Assist organizations in all activities related to the placement of highly complex and possibly sensitive subcontracts and real property transactions, including developing statements-of-work, identifying sources, and participating in overall acquisition planning.
- Review requests for real property outgrants or ingrants for merit and develop preliminary real property plans and real estate acquisition plans as appropriate to obtain federal consent to proceed. Also, obtain or prepare supporting documentation which could include appraisals, NEPA reviews, estimates for tenant improvements, OMB A-11 analysis to evaluate whether capital versus operating lease.
- Administer multi-faceted and high dollar value subcontracts from award through close-out, including participating on project teams, the development and maintenance of file documentation, vendor performance, negotiation of subcontract modifications, review, and approval of invoices for payment, and review of documentation for subcontract close-out.
- Analyze and interpret data with multiple factors and criteria; independently selects methods and techniques to develop practical solutions to solve complex and diverse problems.
- Prepare reports and responses to audit or reviews, develop and write complex and technical best value source selection correspondence, and provides recommendations.
- Serve as a knowledge leader and technical resource and interface between subcontractors and Laboratory personnel, collaborate with and lead procurement personnel and projects, interacts with internal customers, managers, team members and external vendors.
- Manage complex real estate or construction projects, function as a project leader and/or serve as a supervisor or mentor to other subcontract analysts in the performance of assigned duties and responsibilities.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in business administration or related field, or equivalent combination of education and related experience.
- Prior experience with real estate conveyances, ingrants or outgrants (either federal or commercial) and/or federal construction contracting.<
