The Opportunity
Our U.S. Pipeline Safety Compliance team is evolving to meet the increasing complexity of a growing and highly regulated business environment. To support this evolution, we are seeking an experienced professional with deep expertise in Pipeline Integrity and DOT regulatory compliance to join our Pipeline Safety Engineering and Governance team. This role operates at the intersection of engineering, policy, and regulatory strategy, serving as a key authority on pipeline safety regulations and compliance positions.
In this capacity, you will play a central role in shaping and executing our regulatory strategy, translating complex and evolving requirements into clear, actionable guidance that informs business decisions and strengthens our overall compliance posture. You will provide leadership on systemic compliance issues, influence enterprise-wide approaches to regulatory risk, and support high-impact activities such as rulemaking, Special Permit development, and Engineering Critical Analysis (ECA) oversight.
This role will also contribute to the development of regulatory interpretations, white papers, and enforcement strategies, and serve as a key interface with Federal and State regulators, including engagement during inspections, emerging technology notifications, and incident response.
Success in this role requires the ability to navigate ambiguity, align technical and regulatory perspectives, and influence stakeholders across all levels of the organization. You will regularly manage multiple complex initiatives simultaneously, partnering with internal and external stakeholders to drive consistent, disciplined, and forward-looking compliance outcomes.
What you’ll do
- Provide overall support and guidance to ensure documented adherence to state and federal regulations for 49 CFR 191, 192 and 193 as well as TC Energy internal programs and processes, to ensure compliance with regulatory requirements and company standards
- Support PHMSA rulemaking by coordinating and participating in INGAA and company working groups to evaluate potential new rules and provide comments, providing interpretations on new rules and communicating to impacted stakeholders and working with groups to ensure new rules are integrated into current processes, procedures and plans
- Lead or participate in Federal and State specialized inspections, as needed
- Support Special Permit development, review and application and the Special Permit Program
- Develop regulatory engagement strategy for all 192.18 notifications for new technology
- Review Engineering Critical Analysis (ECAs) to verify meet all compliance requirements
- Conduct regulatory procedure reviews to validate compliance requirements and for procedure effectiveness
- Develop and communicate regulatory interpretations and guidance to our internal stakeholders and partners
- Establish and maintain relationships across the organization and with external regulatory bodies, with an emphasis on enhancing credibility, trust and influence at multiple levels of the organization and with our external regulatory bodies
- Support emergency response, either from coordination of activities and review of plans and information submitted to the regulator; or as on-site as liaison with the regulator
- Partner with internal stakeholders on development of strategies to manage compliance-related issues to better business outcomes
- Understand and provide guidance on established regulations, standards, best practices, company policies, procedures, practices and their applicability to the company
- Support compliance initiatives, as needed
Minimum Qualifications
- Bachelor’s degree in Engineering
- 10 years of experience in Pipe Integrity and Pipeline Safety Regulatory Compliance
- Ability and initiative to work independently, display creativity, and exercise sound judgement
