We are seeking a Certified Financial Manager to support an opportunity with the Appalachian Regional Commission (ARC). The Appalachian Regional Commission is an economic development partnership entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC's mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in the region.
This position is contingent on contract award and work is expected to be performed on a hybrid basis (2 days per week onsite in Washington, DC).
In this role you will:-Be responsible for ongoing development, maintenance, and integrity of accounting processes at ARC. This position serves as a technical advisor to the Chief Financial Officer and Finance Administrator on financial matters, including the application of Federal accounting and audit standards, improvement of financial controls, and automation of financial information. The incumbent ensures that ARC utilizes processes that are suitable for the accounting standards it employs and provides ARC management (Federal, State, and Commission) with financial performance data and reports required for program management across a wide range of areas. -Serve as a technical advisor to the Division Director on financial matters including the application of Federal accounting and audit standards, improvement of financial controls and cash management processes, and automation of financial information. Advise on improvement of accounting processes including related coding and other accounting controls that properly record obligations and payments under approved Commission grant program and administrative accounts.-Lead ARC Internal Control Program Process as guided by GAO and OMB A-123.-Oversee Internal control over Financial Reporting: Supervise the outsourced accounting function producing financial statements that include 'child agencies'. Coordinate with Budget Director or Representative on budget tracking, ensuring the reasonableness of SF-133 Budget Execution Report. Process and/or reconcile National Finance Center and Paylocity payroll activities.

Required Skills & Experience
- Public Trust clearance
- Bachelors Degree in related discipline
- Certified Government Financial Manager (CGFM)
- 5+ years of relevant experience
- Knowledge of Federal budget accounting.
- Knowledge of Federal Accounting systems.
- Knowledge of Federal audit requirements.
- Knowledge of OMB circulars governing Federal obligations.
- Knowledge of Federal grants processes and accounting
- Knowledge of Federal Internal Control programs
- Knowledge and experience to serve as the technical advisor to the Chief Financial Officer and Finance Administrator
Desired Skills & Experience
- Certified Public Accountant (CPA)
