Your Specific Responsibilities:

The incumbent in this position manages the Financial and Information Management Section within the Bureau of Child Care Food Programs.  This is a highly responsible position that requires the incumbent to work independently with little supervision.  The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been for the Child Care Food Program. This position reports directly to the Bureau Chief. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets

Designs, implements, and coordinates information, technology, and financial management systems for the Child Care Food Program to ensure compliance with Federal regulations governing the program and state laws, regulations and /or rules. Sets standards for reporting of fiscal information by sponsors. Coordinates 12 field office leases, office moves and computer support.

 

Coordinates the application of criteria and standards and the implementation of procedures for receiving, reviewing for completeness and accuracy, processing and paying claims from contractors.

    

Supervises the work of the section and provides leadership, direction, and support. Plans and organizes the work of staff to ensure assignments are completed on time. Reviews and reports on work performed, conducts performance appraisals, and performs other general supervisory duties. Coordinates the hiring of professional and support staff for the section.

    

Coordinates the design and execution of computer processing and management information system development.

    

Provides technical assistance, consultation, training and guidance to contractors, section staff, and other program and department staff through formal training sessions, on-site visits, correspondence, or via the telephone.  Serves as liaison to other sections in the Bureau, other program offices, other administrative units of the Department and other agencies.

    

Coordinates the preparation of program and financial reports as required by the department and USDA and coordinates the PCard reconciliation process, performs a quality assurance check on financial reports and is a liaison for the Pcard Office.

 

Coordinates procedures for close-out of sponsor programs and sites, including termination of programs for cause.

 

Assists in coordinating with USDA and other departmental entities the availability of funds for reimbursement of claims.  Designs and implements a model for projecting revenue needs based upon analysis and synthesis of revenue and participation data, current conditions, and anticipated program changes.

    

Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities

     

       Knowledge, skills, and abilities, including utilization of equipment, required for the position: In addition to the KSA's listed in the occupational profile for a General and Operations Manager the incumbent should also have knowledge of federal and state Child and Adult Care Food Program regulations, rules, requirements, and procedures; child nutrition; methods of compiling and analyzing data; and correct grammar usage.  Ability to:  interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; o
