Overview
Through funding from the Office of Refugee Resettlement (ORR), CWS provides services to unaccompanied children (UC) through the Home Study (HS) and Post Release Service (PRS) program. UC are recently arrived to the US and released from federal custody to a sponsor, typically a family member or friend, and may require additional support once in the community to access resources and ensure stability of the placement and their safety. CWS also provides home study services to those children in ORR care when assessment of the proposed placement is warranted to ensure the sponsor can provide a safe and stable home and ensure the UC’s well-being. CWS provides HSPRS nationally through CWS local offices and affiliate partners.

Purpose
The Deputy Director of Home Study and Post Release Services (HSPRS) will provide programmatic oversight and compliance of the HSPRS program. The Deputy Director will provide direct supervision of supervisors which provide supervision of caseworkers who provide Home Study and post-reunification support to unaccompanied children and their sponsors. The Deputy Director identifies and implements best practices which create efficiencies and enhance service delivery. The Deputy Director will connect the department to community resources which support the professional development of staff. The Deputy Director ensures provision of trauma-informed, strengths-based services that support both the client and the overall staff wellness and program implementation. The Deputy Director works collaboratively with the CWS national HSPRS team to coordinate case acceptance, training and technical assistance, and submit reports, as needed. The incumbent is responsible for the Home Study & Post Release Services in the Southeast Region. The region includes Florida, Georgia, Alabama and Tennessee.
Responsibilities
Essential Duties:
- Oversee the implementation of social service, case management and integration programs for unaccompanied minors who are receiving Home Study and Post Release Services.
- Provides oversite for the various HSPRS sites in the Southeast Region. Directly supervises the regions Associate Directors, HSPRS and Intense Case Management Supervisors.
- Closely monitor the performance of each site within the Southeast Region to ensure overall integrity of the program.
- Establish and maintain strong community partnerships throughout the Southeast Region in the area of unaccompanied minor service provision, specifically with social service systems, agencies and providers.
- Collaborates with the Deputy Director of Operation Southeast all Human Resources requirements from interviews, pre-hire requirements, staff issues, IT equipment, etc.
- Communicate a strong basis for evidence of staffing using reliable data.
- Provide technical oversight and support for establishment and maintenance of evidence-based practices, routine monitoring systems, presentation of findings and building related staff competencies.
- Ensure the reporting and collection of accurate client outcome data.
- Refine data and information collection methods.
- Communicate the impact of proper data collection to CWS Southeast Region team.
- Identify training and staffing patterns needed in collaboration with program managers.
- Utilize project management tools to track and communicate program outcomes to external stakeholders.
- Ensure all personal identifiable information is held to the highest confidentiality standard.
- Manage and improve documentation and data quality systems, including physical case files and online databases.
- Ensure efficient systems in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.
- Collaborate with CWS headquarters children’s services working groups on outcomes and monitoring and evaluation.
