POSITION SUMMARY: This position has a focus in assisting with the design and construction of all aspects of regional water projects.  Position will perform general and advanced construction and field observation on projects for assurance the project has been completed in close compliance with plans and specifications.  Project work will involve intakes, pipeline distribution systems, elevated/ground storage, regional water supply systems, water treatment plants, and pump stations. 

 

This position will include performing onsite services for rural water pipeline construction consisting of holding landowner discussions and obtaining easements, Construction field routing and flagging, assist with mapping grade survey of pipeline construction, and assistance with construction oversight.  This position also includes providing oversight and quality control for installation of coatings on water storage tanks during construction or rehabilitation.  Position works independently with minimal supervision and will apply knowledge of construction practices and materials testing requirements to document Contractor’s construction progress and/or perform quality assurance on projects.

Responsibilities

Essential Functions & Responsibilities:

  • Perform general and advanced construction and field observation.
  • Assist with the development of plans and specifications for all aspects of a given project.
  • Utilize knowledge of surveying, staking procedures, and pipeline construction requirements to field route pipelines as necessary to complete projects.
  • Take a lead role in developing and updating plans and specifications for water tower or storage reservoirs.
  • Provide oversight of construction activities related to water towers including review of all aspects of tank coating prep and application either during construction or rehabilitation.
  • Read and interpret construction plans and specifications to ensure adherence by the contractor during the construction process.
  • Interact with and monitor performance of contractors and assist field staff to address design compliance issues with contractors when identified.
  • As needed, measure, track, and report installed quantities. Includes calculating areas, distances, and volumes.
  • Write documentation for as-built drawings when adjustments are made to designs.
  • Complete detailed construction reports using MS Word, MS Excel and construction management software systems.
  • Utilize ArcGIS, and HRUN to assist with hydraulic modeling and drafting/designing projects.
  • Assist with training and scheduling of staff.
  • Works directly with both internal and external clients and contractors.
  • Perform submittal control reviews.
  • May assist with establishing budgets, proposal preparation/presentation, and fee development.
  • Under the direction of Project Engineer/Project Manager, may interact with vendors in selection of equipment (pumps, pipe materials, valves, treatment equipment, storage tanks, SCADA systems, and metering equipment).
  • Typically handles multiple projects for multiple clients simultaneously.

Qualifications

Knowledge, Skill & Abilities:

 

  • Proficiency in MS Word, Excel, ArcGIS and water modeling software.
  • Knowledge of pipeline distribution systems, elevated/ground storage tanks, regional water supply systems, water treatment plants, and pump stations.

 

Education: 

High School Diploma or equivalent required.  2-year degree from technical school or college, or equivalent experience preferred.

 

 

Experience:

10+ years’ construction, survey and/or field observation experience, with 5+ years as a project lead required.  Proficiency in MS Word and MS Excel required.  Must have ability to pass certifications.  Experience and knowledge of materials testing required.  AutoCAD or ArcGIS experience is helpful.

 

 

Certification Expectations:

Certifications have reciprocity in some states. Lead Construction Engineering Technician will need to obtain appropriate certifications for work assignments and will receive direction from manager on
