The COI Ceramics (COIC) organization within Northrop Grumman’s Intelligence Systems (PGS) division’s Mission Enabling Products is a leading producer of Ceramic Matrix Composites (CMC) components.

The COIC organization is seeking a highly qualified, mission-oriented Manager Programs 1 - Proposals to join our exciting team in San Diego, CA which provides various markets with critical Ceramic Composite Matrix (CMC) oxide and non-oxide products including applications in RF applications, exhaust systems, and thermally resistant structures.

JOB SUMMARY

The Program Manager responsibilities are broad and rewarding. This position is focused on new business proposal coordination, and proposal management for the Ceramic Matrix Composite (CMC) product line.  Proposal coordination activity includes overall proposal tracking, and Key Performance Indicator (KPI) management for proposal processing activities.   Additionally, proposal management activity and assignments will include , customer interface, the development of Basis of Estimates (BOE) , development of  compliance matrices , and writing proposal and other communications to internal and external customers.

Internally, the program manager is responsible to support necessary activities and actions to ensure Safety, Quality, Delivery and Cost objectives are achieved. Additionally, the program manager may plan, and oversee successful execution of internal research and development (IRAD) activities and perform other program duties as assigned.

JOB RESPONSIBILITIES

  • Coordinate the product line proposal activity
  • Manage and report on proposal process Key Performance Indicators (KPI)
  • Manage a variety of Bid and Proposal efforts including the development of Labor and Non Labor Basis of Estimate (BOE) stakeholders as well as interface with the NGC corporate Pricing and Estimating organization
  • Write and develop key proposal communications to support timely and accurate proposal submissions.
  • Captures new business and contribute to defining technical strategy for assigned product segment. Participates in business strategy sessions.
  • Plan and execute all aspects of any assigned  contracted program.
  • Responsibility for successfully managing all technical, financial, contractual and schedule aspects of multiple assigned programs. Has P&L responsibility for assigned programs. Works with customers to define requirements and is their primary contact on status and performance. Anticipates and fulfills customer needs to ensure their satisfaction and continued business.
  • Leads a cross functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed. Provide overall leadership to program team and drive technical compliance.
  • Acts as customer interface for program activities.  Leads program review sessions with the customer to address cost, schedule and technical performance.

Basic Qualifications:

  • Requires 5 years of relevant Program Management experience with Bachelor’s degree in Mechanical Engineering or related field, or 3 years of relevant Program Management experience with a Master's deg
