What will you do?Bixal, a fast-growing Digital Communications and Technology firm based in Fairfax VA, is seeking a Project Director to join our dynamic team. The Project Director will provide technical leadership and management of a large-scale data platform for a U.S. Government contract, overseeing a digital product and analytics teams (~40 people total) with the goal of using healthcare data to inform policy decisions, increase public health knowledge, improve health equity, access to care and quality of care, and identify fraud and waste. This role reports to the Vice President of Program Management. The successful candidate is A relationship builder. You have the ability to show sensitivity and to establish respect, credibility and trust, with a reputation for incorporating servant leadership to break down communication barriers and help team members reach their full potential. A strong communicator. You have excellent communication skills, including the ability to communicate complex technical concepts to non-technical stakeholders, facilitate effective meetings, and manage stakeholder expectations. A problem solver. You have the ability to think strategically and creatively and have significant experience that allows you to identify problems and help teams navigate complex situations to achieve resolution. Knowledgeable of Health Policy. You have a strong knowledge of health policy, ideally related to Medicaid data, you’re familiar with federal and state policies and programs related to health equity, expanding coverage, and improving health outcomes, and you have a good understanding of the policy issues facing Medicaid programs.

Responsibilities
- Lead a multi-disciplinary team to develop valuable and user-friendly healthcare analytics, data products and services by providing a vision and strategic direction.
- Guide, and be accountable for, all aspects of digital and analytical services client engagements, including client relationship management, partner relationship management, staffing, solution delivery, quality management, profit and loss, and contract execution.
- Oversee analytic strategies and tools to support a long-range vision that fully leverages state and national-level data assets.
- Provide program management support to multiple projects with intersecting goals, requirements, and outcomes.
- Understand all components of a program with the ability to speak and write intelligently about individual components and their value to the overall solution.
- Develop strong working relationships with policy and program stakeholders and create meaningful engagement and participation that results in effective collaboration.
- Apply an Agile mindset and data-driven approach to determine process improvements that gain efficiencies, manage risk, and ensure team members are set up for success.
- Ensure quality of work is aligned with Bixal standards, including exceptional CPARS.
- Advocate for and implement best practices in challenging environments.
- Solve problems and help team members iteratively adapt by planning for and embracing change.
- Oversee staffing assignments and hiring to ensure delivery needs are being met.
- Supervise, manage and mentor other Program Management team members—identify strengths and work to improve weaknesses to help each member grow.
- Participate in proposal solutioning and content creation as needed.
- Perform other duties or special projects as assigned.
Qualifications
- Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
- 5+ years of experience in healthcare and health policy data analysis.
- Bachelor’s Degree from an accredited institution.
- 10+ years in relevant project leadership or account management positions of increasing scope, complexity, and responsibility.
