Description:

MassDEP’s Bureau of Water Resources is seeking an experienced leader to serve as Division Director of Water Investment. This role oversees the Clean Water and Drinking Water State Revolving Fund (SRF) programs, which manage approximately $1 billion annually in grants and loans for water infrastructure projects. Reporting to the Assistant Commissioner, the Director leads a team, oversees the full SRF project lifecycle, and serves as MassDEP’s primary liaison to the Massachusetts Clean Water Trust and municipal partners. The ideal candidate will have strong experience in program management, public finance, water infrastructure, and environmental policy, along with proven leadership and communication skills.

Specific duties and responsibilities include, but are not limited to, the following:

• Leading the Drinking Water and Clean Water State Revolving Fund (SRF) programs in partnership with the Massachusetts Clean Water Trust—managing approximately $1 billion annually in grants and low-interest loans for water infrastructure and environmental planning projects.
• Supporting municipalities and public utilities in meeting federal and state standards for clean and safe drinking water.
• Overseeing the full lifecycle of SRF projects, including project solicitations, development of annual Intended Use Plans (IUPs), and ensuring timely and compliant project implementation.
• Serving as MassDEP’s primary liaison to the Clean Water Trust and municipal leaders across the Commonwealth.
• Managing a multidisciplinary team of engineers, analysts, and accountants responsible for supporting hundreds of active projects.
• Providing strategic leadership that protects public health and preserves Massachusetts’ water resources.

Preferred Qualifications:   

• Extensive experience in project management, program policy analysis, coordination, evaluation, and strategic planning.
