The Senior Finance Officer will be responsible for establishing financial systems including internal controls and funds management for the program(s) office. The role will provide audit assistance and take corrective action to ensure integrity of financial information. The Senior Finance Officer will implement the financial policies and procedures for their program office. They will ensure transactions are properly recorded and reported through the QuickBooks accounting software system and assist or direct others to input budget information into office data systems.

Your Background & Skills
- Bachelor's Degree in finance or accounting-related field.
- A minimum of 5 years of relevant experience working with NGOs or similar organizations as a senior accountant, grants officer, and/or finance officer, preferably with USG experience.
- Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets.
- Experience with grants and contracts procurement and compliance.
- Experience administering grants under contract, preferably with an international organization or donor.
- Budgeting and budget tracking skills, as well as financial management skills.
- Demonstrated knowledge of financial management, and management of employee compensation systems.
- Practical knowledge of QuickBooks Accounting Software or similar accounting software is a plus.
- Strong knowledge of MS Office programs, Excel in particular.
- Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements.
- Excellent computer skills as they relate to financial management.
- Excellent interpersonal and teamwork skills.
Your Daily Tasks
- Monitor program expenditures and monthly field expenses, including budget to actual expenses, and report on financial results and cost projections to management.
- Use accounting and financial systems to support quality delivery of work.
- Provide guidance and counsel to international and local staff on administrative and financial matters, in consultation with DC-based team.
- Review closeout files for approval as well as maintain appropriate files.
- Communicate with program staff on a regular basis regarding financial management of their country's programs.
- Provide training to program staff on grant financial management issues such as effective budgeting, preparing expenditure forecasts, cost allocations, and reading and analyzing monthly reports of grant expenses.
- Oversee compliance with internal controls and accounting procedures.
- Ensure timely preparation and submission of VAT refund files.
- Assist in negotiations and communications with donors on grant terms.
- Ensure all financial and accounting reports are prepared and submitted in a timely manner.
- Manage field grant audits and assist DC on grant audits.
- Provide oversight of financial operations in the field for programs, funded by donors.
- Check and verify supporting documents, including coding, authorization level, validity, and sufficiency.
- Assist with the preparation of audit schedules and reports.
- Use accounting and financial systems to support quality delivery of work.
- Review grant proposal budgets, grant agreements, and modifications for compliance with IREX policies and donor regulations, and various foreign governments.
- Payroll management for local staff including compliance with all statutory and tax related remittances.
- Oversee both internal and external audits and respond to audit reports in consultation with the management.
- Review monthly reports of grant expenses and assist program staff with budget-related issues.
- Respond to General Accounting questions and issues as they arise.
- Work with program staff to determine current and projected finance.
- Oversee the possible implementation and disbursement of sub-grants to partners.
- Other duties as assigned.
