Definition of Class
This position coordinates the fiscal activities of a large or complex department, and provides operational and analytical support. The incumbent plans, coordinates and develops budgets and related processes; prepares administrative and fiscal reports; and ensures fiscal compliance for the department. This position exercises independent discretion and judgment in providing financial and administrative guidance and support.
Examples of Work Performed

Plans and develops departmental operating protocols, procedures, guidelines, and policies.

Oversees and approves contractor/consultant payments and purchases in line with approved project budgets and in compliance with requirements, including project requisitions.

Responsible for initiating, managing, monitoring, and reconciling the accuracy of design and construction accounts using multiple internal and external funding sources.

Provides advisement on financial matters, such as basic operational costs, personnel costs, spending policies etc.

Responsible for all HR processes and documentation; Payroll, Hiring, Time Sheets, Leave, Travel, etc.

Oversees the fiscal management and maintenance of the department budget, expenditures, and operations.

Responsible for developing various financial reports and evaluations on project accounts for University, IHL, State, and Federal purposes and requirements. (University Audit/Billing Reports, Cash Flow Projections, Contractor Payment Audits, U.S. Census Bureau Reports, IHL/Bureau Building Values, etc.)

Responsible for managing and tracking work orders for project needs.

Oversees the IHL project initiation and Board Approval process.

Maintains and develops internal Departmental policies for IHL, bidding, and procurement.

Responsible for maintaining the University Project Database.

Responsible for the developing Design Professional and Construction Contracts using the University’s American Institute of Architects (AIA) Contract Software.

Responsible for ensuring Department Staff, Outside Professionals, and Contractors comply with all University, IHL, and State policy, purchasing, and contract requirements.

Performs similar or related duties as assigned or required.
Essential Functions

- Manages the business and financial affairs of a large or complex department.
- Prepares reports and financial statements.
- Assists with the planning for and preparation of contracts and/or grants.
- Ensures fiscal compliance with federal, state and University policies and procedures.
Minimum Education/Experience
Education:
Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting or a related field.
AND
Experience:
Three (3) years of experience related to the above described duties.
Substitution Statement:
Related experience may be substituted for education, on a basis set forth and approved by the Department of Human Resources.
