Executive Office of Housing and Livable Communities (EOHLC) is seeking a Senior Business/System Analyst in the Deputy Secretary’s Office!

 

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

 

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

 

OVERVIEW:

The Senior Business/System Analyst is responsible for preparing design proposals and systems specifications for complex sub-systems or major systems modifications. The incumbent develops detailed selection evaluation criteria based on identified IT product requirements. The Senior Business/System Analyst is responsible for supporting various applications, providing business analysis and some project management activities as well as hosting training sessions and drafting documentation. The Senior Business/System Analyst works continuously to ensure system is meeting business requirements and regularly report to team on updates.

 

As a member of the IT PMO this role works across EOHLC’s divisions supporting technical solutions for EOHLC staff and third-party stakeholders (shelter providers, legal services, local housing authorities, regional administering agencies and others) that deliver services on behalf EOHLC.

 

Key responsibilities of this role include understanding business owner’s needs; translating them into clear specifications; and determining viable solutions. Service excellence, a pro-active and collaborative approach to service delivery, and a strong customer focus are all baseline expectations for the incumbent of this role. The successful candidate facilitates change management activities between the project team and IT service groups; and participates in all phases of the project life cycle with emphasis on design, configuration, change management and migrations.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1. Requirements Gathering

·       Partners with customers to gain a thorough understanding of business processes and develops requirements.

·       Leads design sessions in prototyping new systems for the purpose of enhancing business process, operations, and information process flow

 

2. Business Requirements and Prioritization

·       Analyzes major system applications to identify and document complex business and technical requirements to solve customer business needs in a cost-effective manner

·       Works with team members and business partners to adhere to repeatable and scalable processes for the collocation, design and prioritization of work

 

3. Functional Specifications

·       Develops use cases, models, and supplementary specifications, using automated tools when applicable.

·       Develops and documents business requirements, working with developers to leverage technology to help reduce manual/repetitive tasks, continually improving the organization’s requirement process.
