About the role

The Quality Assurance Specialist (QAS) at Integral Property Management (IPM) ensures compliance with all applicable federal, state, and local housing regulations across a diverse portfolio of mixed-income communities, including Market Rate, Low-Income Housing Tax Credit (LIHTC), Section 8, HOME-FLEX, Project-Based Vouchers (PBV), and Tenant-Based Vouchers (TBV). The QAS is accountable for conducting comprehensive audits, certifying move-in applications and annual recertifications, uploading compliance documentation into applicable agency portals, and leading audit preparation and responses. This individual also collaborates closely with on-site staff to provide training, support, and corrective action recommendations, ensuring full regulatory adherence and audit readiness across the portfolio.

Key Responsibilities:

• Perform final compliance review of all LIHTC and PHA move-in applications to ensure accuracy, eligibility, and adherence to program requirements.
• Review and approve annual and interim certifications.
• Lead and coordinate preparations for Management and Occupancy Reviews (MOR), investor reviews, state agency audits, and HUD inspections.
• Manage the timely and accurate uploading of all tenant files and certifications into Emphasys software.
• Oversee the monthly upload of tenant household data to Emphasys and ensure compliance with data accuracy standards.
• Maintain compliance records in accordance with federal and agency-specific retention guidelines.
• Provide regular feedback and coaching to community managers regarding file deficiencies, deadlines, and compliance trends.
• Assist in the development and implementation of standard operating procedures, compliance checklists, and file audit tools.
• Track, resolve, and report on any 8823s or findings issued by oversight agencies.
• Train on-site staff monthly on compliance procedures and updates to regulations.
• Participate in at least three (3) external professional development or continuing education programs annually.
• Contribute to the preparation and submission of monthly, quarterly, and annual compliance reports.
• Support the Compliance Director in policy creation, audit follow-ups, and performance metrics reporting.

1. Application & Recertification Oversight:

- Conduct final reviews of LIHTC and PHA move-in applications for accuracy and compliance.

- Perform final audits of annual recertifications, ensuring adherence to program regulations and deadlines.

- Verify and approve tenant eligibility and income documentation in accordance with applicable program guidelines.

2. Audit Management:

- Serve as the lead representative for all audits by local, state, and federal agencies.

- Compile and submit required documentation and coordinate site access and staff participation.

- Respond to audit findings and implement corrective action plans as needed.

3. Emphasys Data & Document Management:

- Upload and maintain all required tenant documents in the Emphasys system.

- Ensure timely and accurate monthly uploads of tenant data to Emphasys.

- Maintain organized digital records aligned with compliance retention policies.

4. Training & Staff Support:

- Conduct monthly training sessions for on-site staff focused on compliance topics and updates.

- Provide technical guidance and quality feedback to site teams on file preparation and program rules.

- Assist with the creation of training materials and compliance tools to standardize processes.

5. Professional Development:

- Complete at least three (3) professional development or continuing education courses per year in housing compliance or related fields.

- Stay updated on changes in affordable housing regulations and industry best practices.

6. Additional Responsibilities:

- Provide periodic internal reports related to compliance trends and file quality.

- Assist with policy development and implementation for consistent compliance processes.

- Perform other duties as assigned by Compliance Leadership.

Qualifications:

- Bachelor’s degree in Property Management, Business Administration, or a related field preferred.
- Minimum of 3–5 years’ experience in affordable housing compliance, particularly with LIHTC, HUD, and public housing programs.
- Advanced knowledge of federal compliance standards, including LIHTC, Section 8, HUD Handbook 4350.3 REV-1, and Fair Housing regulations.
- Strong working knowledge of Emphasys, Yardi, or similar property management/compliance software.
