Job Summary

Candidate will be responsible for working as a fully engaged and integral part of our environmental and project teams to support new generation project diligence and air permitting & compliance aspects of new fossil generation projects & acquisitions and providing ongoing environmental permitting and compliance support to generating assets. Responsibilities may also include periodic air permit and compliance support for other company facilities (e.g., electric transmission and distribution, operating company service centers, office buildings, or other regulated and commercial business operations). Candidate will perform regulatory tracking and exhibit expert or advanced level proficiency for assigned regulatory topics that enables them to serve as a subject matter expert. Previous air permitting and compliance experience, a working knowledge of state rules (within AEP’s operating territory preferred), and self-motivation is a must. Electric utility experience is preferred.

Candidate will be responsible for siting, permitting, regulatory interpretation, and compliance support including, but not limited to:

• Major & Nonattainment New Source Review (NSR) /Prevention of Significant Deterioration (PSD)
• Minor New Source Review Permitting
• Emission control technologies (BACT, RACT, LAER, BART)
• New Source Performance Standards (NSPS)
• National Emission Standards for Hazardous Air Pollutants/Maximum Achievable Control Technology
• Dispersion and photochemical modeling
• Title IV and allowance management
• Title V

Job Description

What you’ll do:

  • Conducts due diligence reviews of potential new generation project development sites and facilities for acquisition, prepares diligence reports, identifies potential environmental risks and effectively communicates those risks to the team manager, senior management and other project stakeholders within AEP.

  • Interfaces with internal team and project developer throughout planning and construction of the new asset.

  • Scope, coordinate and perform regulatory/permit interpretation, applicability determinations including NSR/PSD evaluations, preparation and submittal of applications/modifications, reviews and comments on technical support documents and draft permits and leads agency negotiations.

  • Reviews/prepares and submits air quality reports, notifications, and filings (e.g., emissions inventories, stack test notifications, periodic compliance reports, deviation reports, etc.).

  • Monitors, conduct complex / advanced data analysis, interprets, and prepares summaries or provides technical guidance for existing and new regulations or legislation. Comments on rules for assigned subject areas.

  • Provides permit and compliance support to AEP facilities.

  • Assists with facility compliance reviews, training sessions, and compliance audits.

  • Serves as an internal expert resource for assigned subject areas.

  • Interacts and builds working relationships with federal and state resource agency staff.

  • Leads, facilitates and coordinates work activities of others within work group, team, department, or those external to the company (e.g., consultants) and assumes the role of project manager to perform permitting and compliance work.

  • Develops, recommends, and implements strategies to address complex potential compliance issues that require extensive specialized knowledge (or the development of such knowledge), and coordinates input from various stakeholders internal or external to the company.

  • Ability to swiftly prioritize tasks to ensure responsiveness and support to stakeholders, which may be on a time-sensitive or expedited schedule. Interfaces directly with regulatory agencies as appropriate.

  • Proficient in written and verbal communication and leads in the preparation and presentation of the most complex technical subjects, clearly, concisely, and persuasively, in a manner suitable for presentation to senior management, professional organizations, and regulatory bodies.

  • Stay abreast of environmental issues that may impact operations. Identifies and initiates pro-active changes to regulations and standards, in the interests of the company, and engages multiple stakeholders in the process, networking throughout AEP, other companies, professional organizations, and regulatory agencies.

  • Develops and implements standards of work as it relates to the group’s activities and continually seeks process improvements.
