Subcontracts Administrator (Mid-Level)

Responsibilities
Noblis is seeking a Subcontracts Administrator focusing on managing subcontracting requirements for assigned programs through all acquisition phases while ensuring compliance with Government requirements and Noblis policies and procedures within a Contractor Purchasing System Review (CPSR) environment.
Job Responsibilities:
This includes, but is not limited to:
- Preparation of RFP packages, analysis and evaluation of proposals, selection of subcontractors, drafting and negotiation of subcontract and purchasing terms, and ongoing subcontract and purchase order administration.
- Works closely with Program Managers and the Contracts Department to ensure subcontract management complies with customer requirements and is performed according to Noblis policies and procedures.
- Partners with and train mission area personnel on the subcontracting process and systems.
- Maintains responsibility for subcontracts compliance on multiple assigned programs.
- Provides subcontracts support during prime proposal efforts under oversight of senior subcontracts administrators.
- Maintains ERP and other system information related to subcontracts on assigned programs.
- Identifies opportunities for process improvement within the subcontracts and procurement area and implement industry best practices.
- Ensures compliance with small business requirements.
Required Qualifications
- Bachelor’s degree and a minimum of 3 years of experience managing subcontracts or procurements in a government contracting environment. 6 years of additional experience may substitute for a degree.
This position requires a government security clearance, you must be a US Citizen for consideration.
- Ability to obtain and maintain a DOD Secret clearance.
- Knowledge of the Federal Acquisition Regulations (FAR), especially of regulations pertaining to procurement and subcontracts.
- Experience working in an approved purchasing system environment.
- Experience working with many types of subcontracts (i.e. FFP, T&M, IDIQ, cost reimbursable).
- Knowledge of and experience working with both commercial and government contract terms and conditions.
- Ability to analyze government RFPs and develop subcontract RFPs that satisfy government proposal requirements.
- Experience with flowing down government requirements.
Desired Qualifications
- Active DOD Secret clearance is desirable.
- Relevant professional certification (i.e., CPCM, CFCM, CCCM).
- Experience with drafting and administering small business subcontracting plans.
- Ability to effectively and independently support multiple programs/internal customers simultaneously in a dynamic environment.
- Recent experience with Word, Excel, and MS Teams.
- Very good communications skills, both in writing and verbally.
- Very good organizational skills.
- Detail oriented.
