We are hiring a Selection/Training/Approval & Acceptance/Research (STAAR) Manager (Senior Public Service Administrator opt. 2A) within the Audit Bureau located in Springfield, IL. This position is responsible for reviewing and analyzing statistical data and reports of staff performing audits or other tasks to assess and evaluate operational efficiency and managing the tax auditing activities related to the Selection/Training/Approval & Acceptance/Research section. Essential Functions

  • Subject to management approval, plans, directs, coordinates, and manages the tax auditing activities relating to Selection/Training/Approval & Acceptance/Research activities within the Audit Discovery & Recovery Division.
  • Provides advice and assistance to subordinate staff in resolving highly controversial and complex cases within the framework of laws, rules, and regulations.
  • Reviews and analyzes statistical reports of results or activities of staff performing audits or other tasks to assess and evaluate operational efficiency, adherence to Illinois Department of Revenue (IDOR) rules and regulations, and to ensure uniform application of applicable tax laws and policies and procedures.
  • Serves as full line supervisor.
  • Conducts conferences with taxpayers, accountants, attorneys, officials and others and explains findings in the more controversial or sensitive issues.
  • Develops, recommends, and implements operating policies, procedures, and work performance standards.
  • Participates in management staff meetings regarding operating policies, procedures and staffing requirements and/or provide input into program and policy development.
  • Coordinates assigned activities with other areas of IDOR to ensure proper flow of work assignments.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in accounting, auditing, finance, business administration, business management, public administration, statistics, law, or a related field.
  • Requires prior experience equivalent to four (4) years of responsible administrative experience in state and/or federal tax auditing.
