• Manager II: $6,701.75/month - $7,155.75/month***

• Manager III: $7,156.00/month - $7,666.67/month***

General Description

Performs moderately complex (journey-level)  to complex (journey-level) work administering the daily operations and activities of the Texas Water Development Board’s Municipal Water Conservation Department. The department includes five program areas: Water Loss, Water Conservation Plans and Annual Reports, Education, Rainwater Harvesting, and Water Conservation Advisory Council. Work involves guiding the development of the department’s growing water loss program, including development of internal processes and engagement with external stakeholders, as well as identifying opportunities to enhance conservation-related efforts across the department’s program areas. Leads the development of program efforts to enhance communication of program data and information to external stakeholders. Establishes goals and objectives, develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals, coordinates, and evaluates department, develops, and evaluates budget requests, and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under general supervision, with limited to moderate latitude for the use of initiative and independent judgment. Reports to the Director of the Conservation and Innovative Water Technologies Division.

Essential Job Functions

• Provides effective leadership and management of the Municipal Water Conservation Department.
• Manages activities related to water loss, including reviewing water loss audits for TWDB loan applicants and recipients and utilities with more than 3,300 connections.
• Conducts the 5-year cycle of water loss audits reports, conducts water loss audit validation, provides training, workshops, and presentations, and manages leak detection equipment.
• Manages activities related to water conservation plans and annual reports, including the review of water conservation plans and annual re
