This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
Responsible for providing analysis, design, development, configuration, implementation, and maintenance of process, operational, and information systems that meet customer requirements and design specifications. Utilize established fact-finding approaches to develop knowledge of pertinent work processes/procedures, current software and database technologies, design patterns, system software and computer equipment. Maintain operational readiness of assigned systems. Analyze system failures and recommend or define solutions where appropriate. Plan, direct and/or lead the development of Operational Technology and Information Systems projects as assigned.
Responsibilities:
- Under minimal supervision, guide personnel to ensure efficient utilization of resources and adherence to technical standards, lead and participate in the analysis and development of requirements, design specifications, and final products by reviewing systems documentation, plans, and schedules produced by less experienced personnel.
- Lead secure software and database design and development for assigned systems.
- Lead small to moderate-sized projects by establishing tasks, priorities, milestones, cost estimates, and schedules, and communicating the status to the project manager and customer.
- Conduct feasibility studies and alternatives analysis for automation opportunities and establish cost and operational benefits.
- Develop and execute test plans to ensure that the coding is correct and meets requirements.
- Perform validation and efficiency reviews of completed software code.
- Provide system management and administration for assigned applications and databases.
Requirements
Minimum Qualifications:
- BS degree in Computer Science or related Engineering discipline and 7 years of experience with IRM related activities and functions.
- Excellent interpersonal and communication skills as demonstrated by experience interacting with all levels of personnel and customers.
- Proven experience as a .NET Developer or Application Developer.
- Familiarity with the .NET framework, SQL Server and design/architectural patterns.
- Knowledge of at least one of the .NET languages (e.g. C#, Visual Basic .NET) and HTML/CSS/JavaScript.
Preferred Qualifications:
- Microsoft Office Suite, including Access, SQL Server, Oracle, .NET, and web application development (converting Office-based custom developed applications to web-based a plus).
- Government procurement process experience (FITARA, SCRM).
- Experience with DevOps, SharePoint, and Power BI.

Annual Salary Range (based on full-time 40 hours per week)
Grade 18: $104,175 - $131,425
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market.
