The Opportunity:

The Department of County Human Services (DCHS) is pleased to announce an open competitive recruitment for One (1) Medicaid Housing Research and Evaluation Analyst Senior. This position is a full time 1.0 FTE and will be scheduled as hybrid telework 40 hours a week (Monday – Friday 8:00am -5:00pm). The on-site work location for this position is at 209 SW 4th Avenue, Portland OR 97204. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. This is a Limited Duration position and is funded for up to 24 months but may end at any time.

The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department.

About the Position: This position will lead the research and evaluation of the Medicaid 1115 Waiver Housing benefit implementation and process for the county. This role collects and manages data for the benefit, makes program recommendations based on data findings, and conducts research on program efficiency and quality.

Primary responsibilities include but not limited to:

A. Program evaluation

• Develop a comprehensive new complex housing program while analyzing and developing procedures around the 1115 Medicaid Waiver housing benefit.

• Collaborate and lead research and evaluation study planning, outcome valuations, and performance measures for a new program, which includes multiple cross department issues and multiple variables

• Perform standard and in-depth complex technical, qualitative, and quantitative analytical tasks to collect and analyze housing benefits providers, recipients of the Medicaid 1115 housing benefit, or other stakeholders

• Create, develop, and market survey that capture the needs and trends that is affecting the housing structure in Multnomah County

• Analyze the results of data collection and surveys, showing trends and takeaways, including need projections. Research, collect, analyze, and conduct surveys that capture trends and takeaways for housing in underprivileged areas.

• Lead the design and data-driven improvements for the Medicaid 1115 housing benefits process

• During the program's launch and development, analyze policies and practices, finding ways to improve them. Lead the design and management of large-scale, complex, innovative, multi-stakeholder research/evaluation projects and long-term initiatives that include Medicaid 1115 Waiver.

• Manage complex project management with providers and communities experiencingmarginalization and barriers to housing, especially Black, Indigenous, and People of Color, with an emphasis on using culturally responsive approaches to project management.

B. Data collection and management

• Use new and complex ways to collect data, like surveys, interviews, focus groups, observational studies, case studies, and other methods that break down information to find the 1115 Medicaid housing benefit program data needs. Find the main and secondary sources of this data.

• Design, develop, implement, and track data projects that include timelines, deliverables, milestones, objectives, and measurable goals/outputs.

• Confer regularly with managers and other stakeholders to identify information needed to determine appropriate methodology to use and ensure the completion of the project.

• Navigate data privacy needs and PII with multiple data sources

• Report monthly data progress reports to the Multco Medicaid 1115 team

C. Reporting and outcomes

• Present to stakeholders: survey and data collection results, relevant findings, and evidence-based recommendations

• Formulate and present detailed status updates and formal reports for a diverse audience and stakeholders including: government agencies (local, state, federal), Multnomah County Board o
