High-Altitude Electromagnetic Pulse (HEMP) Program Management SME

Delta Solutions and Strategies is seeking a HEMP Program Management SME at Buckley SFB, CO. The Task Order Manager will be in support of SBIRS Operations Support for the 460th Space Wing (460 SW).

What you will be doing:

• Assist in managing 460 OG workflow and taskers. The Contractor shall assist in development of, and coordination of, presentations (classified and unclassified).
• Review Project/Program Management documentation and advise 460 OG on concepts and methodologies for plan, design, schedule, execution, and resources for HEMP Programs and Projects. Typical documentation includes Hardness Management / Hardness Surveillance, Project Schedules, Risk Management, Analysis of Alternatives, Test Plans, Program Management Directives, test resource plans, Air Force Directives, Policy/Guidance Documents and Memos, and other applicable documents.
• Review the plan, design, schedule, execution, and resources for assigned programs.
• Identify, recommend, and draft revisions to status, report, policy, and regulatory documents.
• Prepare and maintain project planning documentation, presentation material, and program research.
• Assist 460 OG in communicating the current status and efforts of the HEMP Program through the use of standardized communications tools, such as informational, planning, and status briefings. Assist 460 OG and DoD customers coordinate status, status changes, impacts, risks, and resolution options by detailing courses of actions/recommendations.
• Develop recommendations to 460 OG for formal policies to supplement and standardize HEMP Program and Operations & Maintenance processes and procedures across the HEMP Enterprise.
• Provide HEMP protection status to 460 OG and provide updates to DoD customers for inclusion into the master HEMP status reporting documents.
• Support 460 OG management in performance of assigned tasks, both formal and informal (in the 460 OG management equivalent systems).
• Review proposed policies and guidance issued by AFSPC or higher headquarters which affect the HEMP Program and provide recommendations to 460 OG.
• Assist with development and delivery of HEMP modification concepts, implementation plans, assess new HEMP products and requirements, and provide recommendations to 460 OG.

What you will need:

• Experience in examining project plans and designs, HEMP technical data including frequency authorizations, test plans and reports.
• They must have experience reviewing MIL-STD and USSTRATCOM directives and applied those to HEMP HM/HS, upgrade, and construction projects.
• They must have experience interacting with SpOC SAM-D / HEMP PMO HEMP protected personnel and facilities.
• They must have acquisition experience.
• They must have experience coordinating and interfacing with SSC and AFLCMC. HEMP HM/HS, construction, or upgrade experience (5+ yrs) highly desired.
• Bachelor of Science, at least 5 years of experience for Systems Engineering, at least 8 years of experience for Senior Systems Engineer positions
• Active Secret clearance is required to be considered for this position with the ability to obtain a TS/SCI.
