Description

SUMMARY

Under the general administrative direction of the Finance Director, this position will serve as the Tax Specialist and Accounts Receivable Technician. These duties are to be carried out with complete confidentiality when required and mandated deadlines are to be met as required by the City of Manchester Ordinances & Tennessee Code Annotated.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Verify and prepare tax rolls for tax notices and mail to the taxpayers or their designee. Maintain the property tax rolls.

Preparation of delinquent property tax rolls for city attorney's filing in Chancery Court. Maintenance, receipting of State tax relief and assistance of contacting residents of the City. Responds to daily inquiries for tax information.

Prepares applications and collects required data for the property tax freeze. Verification of current ownership and location.

Reviews data and certifies property tax freeze applicants.

Maintains, updates, records, prepares, and mails delinquent letters as required by classifications.

Responds to daily phone calls for information and issues new business licenses when applications are submitted. Prepares invoices for accounts receivable and receives payments on behalf of the City.

 

OTHER GENERAL DUTIES

Issues receipts and collections for the City.

Issues and maintains solicitors and transient vendors permits.

Responds to daily inquiries for any requested information regarding collections and services of the Finance tax office either by telephone or in person

Assists in receipting of water bills when necessary.

Balances daily and month end reports for motel occupancy tax. Compiles monthly motel tax reports for audit.

Other duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must be able to communicate with all persons regardless of their social or economic level of life. Computer and general office equipment knowledge and skills to perform job task. Able to handle large amounts of cash and make change accurately. Ability to calculate figures.

 

EDUCATION and/or EXPERIENCE

Minimum of a high school diploma or equivalent; an Associate’s Degree from a two-year college or technical school is preferred but not required; two years related experience and/or training; or equivalent combinations of education and experience. Strong computer skills, including PC knowledge of MS Office utilizing MS WORD, EXCEL or comparable word processing and spreadsheet package.

 

COMMUNICATION SKILLS

Strong oral and written communication skills. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
