The mission of the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) is to educate, strengthen, and serve individuals and communities so that all Philadelphians can thrive. It accomplishes this through an emphasis on recovery and resilience-focused behavioral health services, as well as an emphasis on self-determination for individuals with intellectual disabilities. Job Description

The Director of IT Operations leads the DBHIDS internal IT Service Desk, Infrastructure Operations and Engineering team, AD/M365 administration, IT Operational Security, and related IT support functions. With 800+ hybrid/remote staff in the City of Philadelphia, Windows VM Servers, and mobile devices including Windows and ChromeOS, the Director of IT Operations plays a critical role in managing infrastructure uptime and performance, security hardening, and rapid outage/incident response.  The Director of IT Operations serves as the primary recovery lead in response to disasters or other protracted outages at DBHIDS.

Reporting to the DBHIDS Chief Digital Officer, this role requires proven, hands-on IT operations and engineering experience, as well as the ability to track emerging IT trends and implement Infrastructure upgrades to meet DBHIDS business needs.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

The ideal candidate will possess the following knowledge:

•    Working knowledge of IT best practices, policies and applicable regulations
•    In-depth understanding of digital and HIPAA security 
•    A clear understanding of client, server, cloud technologies and network architecture
•    Working knowledge of Windows desktop, server and ChromeOS operating systems and environments
•    Hands-on experience administering Active Directory / Azure AD and Chrome Enterprise environments
•    Familiarity with City of Philadelphia / DBHIDS procurement processes
