Duties and Role:

The Learning Data and Information Manager, as part of the NCI Agency Corporate Academy Core Team, serve as the strategic interface between the NCI Corporate Academy and the different Data and Information and Finance stakeholders. Under the direction of the Head of the NCI Corporate Academy (G20), but largely on own initiative the incumbent is responsible for managing and analysing data to inform decision-making, and ensuring data quality and accuracy and will provide support to the NCI Agency Corporate Academy by performing duties as the following:

1. Data and Information Management

  • Working with the NCI Agency IKM function the Learning Data and Information Manager, will be responsible for the management and reporting of all NCI Corporate Academy learning data and information;
  • Recognize and act on trends, making recommendations based on analytics and able to mine large data sources to make meaningful predictions about future learning trajectories;
  • Develop the organization's educational process and manage implement the Agency's transformation and change efforts through learning opportunities plus provision of capacity for knowledge transfer, retention and lessons learned therein;
  • Manage the Corporate Academy data, including collecting, analysing, and reporting data to support decision-making;
  • Ensure that data is accurate, complete, and easily accessible;
  • Develop and maintain data management policies and procedures.

2. Budget Management and Control

  • Prepare for the Head of the NCI Corporate Academy the requisitions, receipts and execution of the budget required for the provision of learning and professional development services;
  • Produce and defend detailed financial forecasts satisfying the Agency's demand for professional development;
  • Allocate resources based upon direction from the Head of the Corporate Academy and in close collaboration with the Corporate Learning Manager, that is driven from EMB decisions on the priorities for training the Agency staff;
  • Create in year mitigations to ensure that resources are not wasted and learning is provided to the full extent of the allocated budget;
  • Reports progress, through the head of the NCI Corporate Academy and fully aligned with the Corporate Learning Manager, to FC staff and when required prepares EMB level execution reports and briefs.
  • Aligns resources to the integrated agency-wide learning plan that is fully aligned with the agency mission objectives, strategic goals, and workforce development needs.
  • In coordination with the NCI Academy Portfolio Management support the creation of an NCI Academy wide financial picture;
  • Representing the NCI Agency Corporate Academy in financial resource meetings and working groups discussing issues related to learning finances and resources;
  • Present, report and evaluate findings based on financial execution and risk management;
  • Ensure continuous improvement and maximise the benefit from each euro allocated to training the Agency staff;
  • Develop and maintain financial projections and forecasts.

3. Other

  • Stay abreast with and participate in the development of current and future plans and projects related to continuous organizational learning in order to project future resource requirements;
  • Provide briefings and presentations; write and/or review papers and articles;
  • Deputize for higher graded staff, if required;
  • Perform other duties as may be required

Requirements

Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • A minimum requirement of a Bachelor's degree at a recognised/certified University in a relevant field (e.g. Business Administration, Management, Finance, Data Management) with minimum of 5 years post related experience;
  • Broad experience in the planning and execution of learning/training and professional development budgets for a large organization;
