About the role
The Cornell Cooperative Extension Sullivan County Complete Youth Prevention Education Project (CYPEP) Program Manager works with selected school districts using the Strategic Prevention Framework and NYS Office of Addiction Services and Supports (OASAS) approved evidence-based programs (EBPs) and approved non-EBPs in selected Sullivan County school districts to reduce youth and community substance use and misuse. This is a three-year NYS OASAS funded project. The CYPEP Program Manager will be responsible for the day-to-day management, organization, and coordination of all aspects of the grant funded program. This position will provide oversight for program participants and vendors. This position will oversee outreach and communication initiatives in support of the program. The position is responsible for assessing local system needs, trends, marketing, financial management and record keeping, and will provide support for research, evaluation and documentation of public health, prevention, and community development strategies.
Required Qualifications:
- Bachelor’s Degree.
- Experience in community education, outreach and prevention.
- Experience relevant to the role of the position.
- Ability to work independently in alignment with established policies and procedures.
- Valid NYS Driver’s License and the ability to meet travel requirements associated with this position.
- Basic skills in the use of modern electronic technology and software (e.g., video, audio, computers, Microsoft Office Programs, social media, internet and database software, etc.)
- Ability to communicate effectively through oral, written, and visual channels and educational tools.
- Ability to work flexible hours which include evenings and/or weekends, as scheduled in advance.
- Ability to teach informal educational programs.
- Ability to effectively participate in professional team efforts.
- Ability to plan and organize individual work responsibilities according to priorities developed with other team members and the immediate supervisor.
- Ability to utilize program resources within the community.
- Knowledge of diverse audiences (including at-risk audiences) and local communities.
- Commitment to working in limited income urban settings with diverse program participants in their homes and surrounding communities.
- Ability to frequently carry supplies and equipment, climb stairs with or without reasonable accommodation.
- Ability to read English and interpret documents such instructions, safety and procedure manuals.
- Ability to collect, organize, and interpret data and write routine reports and correspondence.
- Ability to speak effectively with external customers and employees.
Preferred Qualifications:
- Strong working knowledge of prevention strategies and programs, youth development, and education.
- Previous experience in marketing and communication.
- Coursework in education highly preferred.
Responsibilities/Essential Functions:
Program Responsibilities:
Program Development - 5%
- May apply subject matter knowledge into the development of educational strategies.
- Assists in researching, identifying and selection of existing resources for incorporation into educational strategies.
- Influences the creation of program materials to implement program activities.
Program Delivery - 10%
- Applies subject matter knowledge to create innovation educational strategies and plan for program staff to engage with constituents and related activities.
- Implements the educational strategies as designed occasionally, in the absence of direct program staffing availability.
Program Evaluation - 5%
- Implements program evaluation activities using methods established by funders and NYS partners including CCE Administration.
- Interprets results from above to multiple constituencies.
Administrative Responsibilities:
Direction - 30%
- Plan the delivery of educational programs via various methods in partnership with school districts and community organizations.
- Anticipate and project program expenses.
- Propose budget based on established financial guidelines and procedures.
- Provide program related information to the budget development process and assist supervisor in allocating budget amounts.
- Assist supervisor in the planning of project related fund development activities, including writing and development of grant applications to secure funding for ongoing/expanded programming efforts.
