Position Summary:
The Senior Proposal Manager, reporting directly to the Proposal Director, is responsible for analyzing, researching, writing, and preparing specific technical and management elements in response to Requests for Proposal (RFP) and Sources Sought/Market Surveys/Requests for Information (RFI) as directed by proposal leadership. Technical elements may include base operations, maintenance, and services; equipment maintenance; transportation; supply and logistics; civil engineering/public works; work control; and communications and information systems. Management content may include program/project management, contract phase-in and transition, environmental, safety, health, quality control, risk management, and security.
Essential Functions:
- Reads and interprets solicitation documents (RFIs, RFPs, and RFQs) to identify critical content items required for a winning and compliant response.
- Develops compliance matrix and proposal outline aligned with solicitation requirements.
- Establishes and manages an effective and efficient proposal schedule.
- Coordinates and facilitates proposal strategy meetings to incorporate win themes, technical solutions, staffing, past performance, and pricing strategies into the proposal.
- Strategically tailors proposal templates to each bid’s requirements and provides ongoing strategic guidance for proposal development.
- Coordinates proposal input from contributors, writes and edits proposal text, conceptualizes graphics and formats, and produces final proposal documents that deliver the highest probability of win and comply with solicitation requirements.
- Writes, edits, and formats technical, management, staffing, corporate past performance summaries, and/or personnel resumes/bios to include in proposal submissions.
- Oversees the development and maintenance of proposal-specific graphics.
- Assists in maintaining corporate knowledge management resources to support proposal development efforts, including helping develop and maintain a database of proposal templates, corporate project summaries, and employee resumes/bios.
- Manage or support preparation for interviews/oral presentations, often handling multiple proposals simultaneously.
- Continuously assess and improve processes and techniques, and may manage people, process improvement workstreams, or special projects.
Experience:
- Minimum 10 years of professional experience developing proposals for various U.S. Federal Government customers, including Technology, Space, and Infrastructure.
- 7+ years of proposal management experience, including leading the preparation, development, and production of federal customer proposals.
- Proposal editing and writing experience.
- Experience with MS365, including Teams and SharePoint.
Education:
- A./B.S. undergraduate degree.
- Shipley Proposal Training or Lohfeld Strengths-Based Proposal training preferred.
- APMP Certification is a plus.
Advanced Eligibility Qualifications:
- Strong critical thinker, problem-solver, and naturally solution-oriented.
- Outstanding written and verbal communication skills.
- Ability to manage multiple work streams/projects and respond promptly to tight deadlines.
- Strong attention to detail and personal accountability for high-quality deliverables.
- Understanding of the Federal Government acquisition process and compliance. Experience with GWAC/IDIQ contracts preferred.
- Strong interpersonal and leadership skills with the ability to engage and motivate a diverse group of consultants, subject matter experts, and subcontractors. Experience managing proposal coordinators.
- Proficient in Microsoft Office applications, SharePoint, Internet research, and proposal automation applications.
- Willingness to work extended hours, as necessary, to meet proposal response deadlines.
- Experience with editing, graphics, advanced formatting, desktop publishing, or a related field is a plus.
Salary/Rate Range $120K-135K
