The SCA’s Real Estate Services Division is principally responsible for the identification, evaluation, and acquisition (through negotiated purchase and eminent domain) or leasing, of both sites for new construction and leased sites in support of the Department of Education's Capacity Program. The Division also manages the public review, State Environmental Quality Review (SEQR), and zoning override processes for new sites, and negotiates renewals of existing leases. The Division's landlord-tenant liaisons facilitate communication between the SCA, Division of School Facilities (DSF), and landlords regarding issues related to construction or occupancy.​

Job Description Summary

The Manager of Operations is a senior position within the Real Estate Services division reporting directly to the Senior Director. This person will have direct responsibilities for their own Leasing and Acquisition projects as well as being the lead for quality control and assurance for SEQR/CEQR and zoning matters for the division.

Job Description

Responsibilities include:

  • Play a lead role in the management of people and/or processes and/or projects, contributing to the overall success of the division.

  • Participate in day-to-day operations to resolve special managerial, operational, and administrative problems pertaining to policy and practice.

  • Create and generate reports for use on a day-to-day basis, for use by senior management to address special operational issues, and for the use of senior management and others in the formulation of policy.

  • Participate in the development and/or updating of policies and procedures for their area of responsibility, integrating best in class insights. 

  • Serve as liaison for a variety of Departments, Divisions, and Units at the SCA.

  • Plans, assigns, monitors, reviews and evaluates the work performed by assigned staff and makes recommendation regarding recruitment, hiring, promotion, reassignment and discipline.

  • Perform related duties as assigned.

Division Specific Tasks

Real Estate Services

  • Be the lead for quality control & assurance for the Real Estate division for SEQR Environmental Assessments/Impact Statements, Determinations; Zoning Override packages and approvals prior to submission to the Senior Director and ultimately the President for signature.  Also responsible for preparing SEQR/CEQR and zoning documents for their own projects

  • Serve as the divisions point person for SEQR/CEQR o outside agencies and coordinate closely with the Chief of Staff’s Office regarding all SEQR/CEQR matters including reviews of potential schools impacts of private & public rezonings and negotiate on behalf of the Agency to  successful resolution

  • Perform site assessments of land and buildings for potential use as a school. Work with real estate brokers to identify appropriate school sites and arrange for site access and all environmental and financial due diligence

  • Financial analysis of lease terms/purchase and sales agreements, review/approval of market analysis and appraisals prepared by outside consultants. Review/approval of consultant invoices for payment. Negotiate Mixed-Use Developer projects that include a school component

  • Coordination with Architecture/Engineering Division (AE) on project design and creation of Landlord Scopes of Work/Developer “White Box” requirements and ensure all work is completed to SCA satisfaction. Coordinate with AE and Construction Management division

  • Manage relationships between Landlords and the Department of Education (DOE) that involves Coordination between Landlord/Tenant team, Legal Department and DOE/Division of School Facilities. Strong problem solving and tracking skills when issues arise to bring to successful resolution

  • Assist junior staff in any matter related to leasing, acquisitions, SEQR/CEQR or zoning

  • Excellent communication skills. This encompasses coordination and communication between various SCA divisions and other City agencies to achieve project objectives and schedules. The ability to engage community partners and elected officials and to explain technical matters to the public in a clear and understandable way

  • Ability to work on short deadlines and balance a high volume of projects with differing schedules. Ensure accuracy, quality, and appropriateness of Division documents such as Leases, Development Agreements, Market Studies/Appraisals, SEQR and Zoning Documents

  • Performs related duties and tasks as assigned.
