About the role

Position Description

Serco is seeking a motivated manager to join our team as a Manager Network Communications Manager to join our growing team of diverse professionals supporting our Joint Staff J7 team located in Suffolk, Virginia (on-site). 

 

An active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a Top Secret (TS) security clearance. 

 

The selected candidate will be responsible for managing a diverse branch within the Collective Joint Training task order in support of the Joint Staff J7 located in Suffolk, VA. The branch is comprised of over 60 contract employees sourced from several companies located primarily at the Joint Staff J7 in Suffolk, VA.  The Manager serves as the primary interface between the government’s technical support division. Directs the activities of the technical support team (encompassing Modeling & Simulation, Database, Comms and Systems Administration technicians) in support of the Joint Staff J7 exercise support plan. In conjunction with the operations team, coordinates and integrates the activities of the contract team to produce a seamless exercise support infrastructure.

 

The candidate will be responsible for the design, planning, preparation, coordination, execution, and analysis of the technical aspects of Joint, Service and multinational training events to support the war fighter and for the management of all aspects of the branch to include: personnel performance and reporting; production and quality control of products and services; preparation of formal reports; development and monitoring of task level performance metrics; and directing, mentoring, and training subordinates. The candidate will ensure the timely delivery of quality products and services. A partial listing of the types of tasks is listed:

 

  • Planning, integrating, installing, testing, operating, updating and maintaining required models and simulations (M&S), as federates or as part of a federation such as the Joint Live Virtual Constructive (JLVC) federation.
  • Supervising the data collection, preparation and submission of various technical reports to the customer.
  • Manage the updating of M&S operating systems and installing M&S server upgrades, installing software security patches for M&S equipment and systems, providing M&S System Exercise Capability Briefs, gathering inputs, assembling, and validating M&S databases employed in joint training events.
  • Manage the installation, operation, and maintenance of Government-designated communications systems and networks distributed from and to multiple locations for specific training events worldwide.
  • Oversee the 24-hours per day, 7-day a week IT and IA operations for the NOSC.
  • Identify and coordinate cyber security operations.

Qualifications

To be successful in this role, you will have:

  • A. U.S. Citizenship.
  • An active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a Top Secret (TS) security clearance.
  • One of the following:
    • High school diploma or GED with a minimum of 12 years of military and/or DoD Network Communications experience.
    • or Bachelor’s degree in Computer Science (CS), Engineering, or related discipline with a minimum of 10 years of military and/or DoD Network Operations Helpdesk experience.
  • To possess a minimum of five years joint training experience with and understanding of the Joint Event Life Cycle and knowledge of JCATS, JTLS, JDLM, LOTS, AWSIM, JTDS and the JTEN Network at the Joint Staff J7.
  • The proven ability to design, plan, analyze, execute, assess, adjust, evaluate, and report activities with little supervision.
  • To be well founded, non-opinionated communication skills including ability to write/prepare formal reports absolutely essential.
  • The proven ability to plan work and track / report progress.
  • The ability to work on-site in Suffolk, Virginia.
  • The ability to travel 10%. 

 

Additional desired experience and skills:

  • An understanding of the Joint Staff J7 organizational structure and their relation and mission support requirements to Service and COCOM Joint Training Programs.

  • Highly self-motivated and directed, with keen attention to detail.
  • Able to effectively prioritize tasks in a high-pressure environment.
  • Strong troubleshooting ability and demonstrated ability to think logically. Ability to support and explain technical positions on issues.
  • Ability to present ideas in user-friendly language.
  • Ability to effectively interact with customers, including technical personnel from internal and external stakeholders.
