Northrop Grumman is currently seeking an International Trade and Customs Compliance (ITC) Manager – Level 2, to join our team. The preferred location for this role is Dulles VA. We may consider one of the following major Space sector locations: Gilbert AZ; Redondo Beach CA; or McLean VA. A remote working scenario for this position will also be considered.
In this job, you will:
- Manage and guide a team of international trade compliance operations analysts to support Northrop Grumman Space sector businesses.
- Analyze Program/project import and export activity and provide regulatory guidance to address requirements for the full scope of work. Such as, temporary/permanent, valuation, US and international declaration requirements (EOR/IOR), hand carry shipments.
- Engage with internal partners (Global Supply Chain, Contracts, Programs, ITC Licensing, etc.) and external (Suppliers, agents, etc.).
- Work with partnering functions such as capture teams, program teams and supply chain.
- Apply all aspects of US import and export laws and regulations to enable the movement of tangible hardware, ensure integrity and schedule while achieving regulatory compliance with all customs authorities both domestic and foreign.
- Coordinate and arrange transportation and logistics planning for the international transactions.
- Other duties as assigned.

Basic Qualifications:
- Bachelor’s degree with 8+ years of professional experience in import or export trade compliance – OR – Master’s degree with 6+ years of professional experience in import or export trade compliance. Will consider an additional 4+ years of experience in import or export trade compliance in lieu of a college level degree.
- Experience managing/mentoring team members
- Command of US Customs and Census regulations. Working knowledge of ITAR, EAR, BATFE and other USG trade regulations.
- Expertise with regulatory requirements and operations for import and export transactions
- Experience with Chapter 98 exemptions, Free Trade Agreements, Duty Drawback regulations, Temporary Import Bonds, NASA and DoD duty free entitlement opportunities
- Detail-oriented with the ability to manage and prioritize a diverse workload effectively.
- Exceptional communication and interpersonal skills, fostering clear and professional interactions.
- Proven strength in collaboration and team building, promoting a productive workplace environment.
