ESSENTIAL FUNCTIONS 

  1. Provides leadership in attracting, retaining and developing an engaged workforce in the delivery of superior services to County residents and businesses.
  2. Directs the work of and manages the management team for the Department. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling.  Recommends employee transfers, promotions, disciplinary action, and discharge.
  3. Directs the clinical programs and administrative services within the Health Center facilities; coordinates the survey process for each facility; manages life safety regulations, policies and procedures; assures resident’s rights, quality of care and quality of life are maximized. Provides leadership and management to all assigned staff.
  4. Sets performance standards for all staff under direct supervision and hold staff accountable to established standards. Authorizes training programs.
  5. Develops and recommends the annual budget for the Department to the County Administrator; forecasts necessary funding for staff, equipment, capital improvement projects, and other material needs. Monitors budget, contracts, services, and other factors to ensure compliance; identifies problem areas and recommends refinements.
  6. Approves contracts for a variety of services including physician, psychiatric, psychology and dental, therapies, dietary, labs etc. with financial services division director following established policy and established purchasing policy. Assesses and evaluates contracted provider services on a regular basis for performance and cost control purposes. Directs request for Proposal/Bid (RFP) process for contracted services as required.
  7. Develops, promotes, implements and refines new and existing programs.
  8. Develops and implements policies and procedures for the Department. Ensures programs operate in compliance with County, State and Federal laws and regulations.
  9. Monitors regulations providing guidance to staff on changes and develop policies and procedures and education.
  10. Coordinates investigation of concerns/complaints and completes reports as needed as well as reporting to other State or local agencies as required.
  11. Develops work plans and strategies to meet business needs-both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures proper implementation and County conforms to related legislative requirements.
  12. Reports and presents as needed to the County Administrator, governing committee, and County Board on operations and services.
  13. Collaborates with other health care, social service and affiliated professional organizations and agencies. Builds community partnerships and support within the community and County in care and services that promote the safety, health and welfare of people in need of services and support.
  14. Responds to program customers and the general public regarding complaints, questions, requests for information, problem resolution and customer service.
  15. Other duties as assigned.

 

REQUIRED JOB COMPETENCIES 

  • Comprehensive knowledge of nursing home administration principles and practices.
  • Comprehensive knowledge of the long-term care facility laws and regulations.
  • Knowledge of nursing home finance practices and reimbursement processes.
  • Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
