Position Summary:

This position is responsible for supervisory and administrative oversight of the Highway Department’s fleet maintenance operations. This includes the maintenance, repair, replacement, and modification of automotive and heavy equipment, as well as the upkeep of department buildings, facilities, fuel systems, and grounds. The position directly supervises all garage personnel, including mechanics, a welder/fabricator, fuel technician, and janitorial staff. Work is performed under the direction of the Highway Commissioner.

Essential Duties and Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

EQUIPMENT MAINTENANCE, REPAIR, AND REPLACEMENT/SUPERVISION (65%)

  • Coordinates and oversees equipment maintenance and repair activities, including diagnosing and resolving issues, prioritizing service requests from operators, assigning tasks to mechanics, and inspecting equipment for necessary repairs or part replacements. Provides guidance in troubleshooting and ensures all work complies with established safety policies and procedures.

  • Supervises mechanics and fuel operators, including hiring and onboarding new staff, providing ongoing instruction and training, assigning and reviewing work, managing performance, and approving leave requests.

  • Develops annual and long-term Capital Improvement Plan (CIP) budgets for equipment purchases and building/grounds maintenance.

  • Maintains up-to-date knowledge of best practices, materials, tools, and safety protocols related to the maintenance and repair of trucks and heavy construction equipment, with a strong understanding of potential hazards and required precautions.

  • Creates and manages maintenance schedules for all equipment, including planning and coordinating preventive maintenance activities to ensure optimal equipment performance and longevity.

  • Develops equipment replacement plans and technical specifications, conducts research on equipment repairs and purchases, communicates with vendors during evaluations, and provides technical recommendations to the Highway Commissioner for new equipment acquisitions.

  • Manages detailed maintenance records related to equipment operating costs and repair histories. Ensures accurate data entry for new equipment and services into the computer system. Prepares and submits various reports, including maintenance logs, work orders, budget and capital improvement reports, accident documentation, and equipment specifications.

  • Classifies equipment in accordance with state guidelines and represents the department at State Machinery Management meetings.

  • Evaluates and approves major repairs, including estimating costs and identifying required parts and labor.

  • Inspects contractor work to ensure compliance with specifications, standards, and quality expectations.

  • Oversees the sale and rental of department equipment, ensuring proper documentation and coordination of transactions.

BUILDING MAINTENANCE AND REPAIR (25%)

  • Assesses and addresses building and grounds maintenance, safety, and security needs, ensuring all department facilities are well-maintained to support efficient operations. Conducts inspections of outlying shops to identify repair needs, oversees fire safety and security measures across all Highway Department properties, submits required maintenance reports, and stays current on OSHA regulations and compliance requirements.

  • Provides technical expertise and support for new building construction projects, including reviewing bid documents, meeting with contractors, inspecting work progress, and ensuring all work meets contract specifications, codes, and quality standards.

MISCELLANEOUS DUTIES AND ADDITIONAL TASKS AND RESPONSIBILITIES (10%)

  • Organizes and coordinates the Highway Department’s bi-annual safety training days, ensuring all employees receive up-to-date safety training and meet training requirements.

  • Trains new employees on key operational procedures, including radio communication, Spill Prevention, Control, and Countermeasure (SPCC) protocols, fuel system operations, and basic equipment repair processes.

  • Supports the Risk Management Department by assisting with documentation and coordination to secure insurance reimbursement for equipment repairs when applicable.
