Job Duties

The Virginia Department of Motor Vehicles (DMV) is looking to hire a Senior Policy Analyst in Legislative Services. This position supports DMV leadership and staff by translating internal agency policy concepts into draft legislation, regulations, and guidance documents; providing technical and practical analysis of legislation and regulations proposed by external stakeholders, including citizens, legislators, industry trade groups, and other state agencies; preparing responses to policy inquiries from external stakeholders; tracking federal and state legislation and regulatory changes, evaluating their impact on DMV, and writing clear, concise, and complete assessments for DMV leadership, the Secretary of Transportation, and the Governor; monitoring the General Assembly's committee and subcommittee meetings and floor sessions; representing DMV at legislative hearings and other government body meetings; leading and documenting the deliberations and decisions of DMV policy work groups; outlining and drafting DMV study reports; and researching, analyzing, and providing guidance about the interpretation and implementation of statutes, regulations, and guidance documents using the canons of construction.

Minimum Qualifications

To be considered for this position, the application/resume must establish that the candidate has:

• Working knowledge of the structure and operation of legislatures and their committees;
  
• Experience researching federal and state statutes, regulations, legislative documents, and case law;
  
• Understanding of how courts interpret statutes and regulations by applying judicial precedents and the canons of construction;
  
• Excellent oral and written communication skills, including the use of standard English spelling, punctuation, and grammar;
  
• Proficiency in evaluating policy positions, legislation, regulations, and guidance documents, then writing thorough, succinct, and coherent analyses;
  
• Demonstrated ability to manage multiple assignments simultaneously, organizing work and synthesizing input from a diverse group of people and special interests, including collecting, compiling, and accurately analyzing data; and
  
• Demonstrated ability to distill complex and nuanced problems and policies into concise but accurate summaries tailored to the intended audience, which may include the public or senior government officials.
