Oracle Cloud Infrastructure (OCI) delivers mission-critical applications for top tier enterprises around the world. Our cloud offers unmatched hyper-scale, multi-tenant services deployed in more than 50 regions worldwide. OCI is expanding its mission beyond the traditional boundaries of public cloud to include dedicated, hybrid and multi cloud, edge computing, and more.  

At Technical Strategy and Oversight (TSO) organization, our mission is to support customer choice, transparency, and value when it comes to cloud infrastructure. We’re embarking on ambitious new initiatives such as building new innovative platforms, high performance primitives, frameworks to support OCI developers, and new container runtime that will allow us to run the full variety of OCI services, including our most demanding, high-performance, high-availability services.  In addition, TSO organization is charged with creation and governance of the OCI-wide programs to improve organizational engineering standards, governing processes, architectural review boards, change management, communication programs, and recruiting tools. 

This Principal Technical Program Manager (TPM) will support our newly established Software Ecosystem Management team. This team is reimagining how we ensure the security, reliability, stability, and performance of software components used across OCI. This role requires collaboration with cross-functional team to drive planning, design, and the delivery for the program. The position requires expert project/program management skills, experience with agile and traditional methodologies. Key strengths include excellent communication, leadership, problem-solving, and stakeholder management, as well as familiarity with public cloud infrastructure and operations. The TPM must demonstrate the ability to influence without authority, manage competing priorities, and deliver innovative solutions in a dynamic, fast-paced setting.

Key Responsibilities:  

  • Define project/program scope, partner with engineering leadership to build detailed execution plans, and own end-to-end program delivery—including scheduling, risk management, status reporting, and quality assurance. 
  • Collaborate with both technical and business stakeholders to elicit requirements, clarify objectives, and translate strategic goals into actionable plans. 
  • Facilitate effective communication and collaboration between engineering, operations, finance, and product management teams across geographies. 
  • Proactively identify roadblocks, negotiate priorities, and develop mitigation strategies to keep programs on track. 
  • Prepare and deliver regular updates, executive communications, and detailed program artifacts, keeping stakeholders informed at all levels. 
  • Measure and report on program success metrics, identify opportunities for optimization, and champion operational excellence initiatives. 
  • Use your strong analytical, problem-solving, and business acumen to support informed decision-making, balancing technical, operational, and business objectives. 
  • Demonstrate a commitment to continuous improvement in program management best practices, including Agile and traditional methodologies. 

Minimum Qualifications 

  • 8+ years of experience as hands-on technical program manager; preferably in a related industry. 
  • Bachelor's degree in Computer Sciences, Software Engineering, Technology Management, Business Management, Project Management or similar. 
  • Advanced knowledge of the SDLC using agile methodologies and associated tooling.  
  • Experience efficiently and effectively communicating findings/progress to cross-functional teams, senior leadership, and the broader organizations, with both technical and non-technical stakeholders.  
  • Self-driven problem solver; able to adapt and thrive in a dynamic, and ambiguous environment. 

Preferred Qualifications 

  • 10+ years of program/project management, product design or related experience 
  • Master's degree in Computer Sciences, Software Engineering, Technology Management, Business Management, Project Management or similar. 
  • Thorough understanding of public cloud infrastructure services, such as Compute, Storage, Identity and Networking 
  • Demonstrated knowledge of AWS, Azure or Google IaaS, SaaS and PaaS services.
