Job Description

Turner and Townsend is seeking a Junior Cost Specialist to provide support for a portfolio of projects in different portions of the Capital Value Process (Appraise, Select, Define, Execute).  Site Projects are larger/more complex than routine Operations and smaller/less complex than Major Projects.  Total project values will generally range from $100k to $20M; averaging $2-3M.  The role will be based in Houston and is purely an office role, there will be no offshore travel (no TWIC requirement).

*This is a Hybrid Role – 3 days office / 2 days remote

Portfolio Management:

• Manage a portfolio of brownfield projects for a bp operated platform in the Gulf of Mexico supporting required facility upgrades and modifications

Project Cost Controls:

• Maintain a cost control system to support the various bp stakeholders (Squad Leads, Project Managers, EPC Contractor) allowing them to complete projects within approved budgets.
• Report the value of work done against invoices received, determining the monthly accruals.
• Analyze committed costs and activities to-date, review the estimate to complete.
• Ensure any deviation from budget is promptly spotted and analyzed.
• Communicate to Project Team in a timely manner to take corrective actions to avoid overruns.

Authorization for Expenditure (AFE):

• Work with project teams and Finance to ensure funding needs are documented and approved.
• Process includes AFE creation, supplementals as required, and closure once projects end.

Backbone Subject Matter Expert (SME):

• Understand the ins and outs of the procurement system and support with creation of shopping carts, research, and troubleshooting when issues arise.

Purchase Orders (POs):

• Monitor, manage change requests, and closeout PO’s when required.

Ad Hoc:

• Provide assistance to project teams and specifically to the Cost Specialists deployed to those teams as needed.

Qualifications

• Industry experience in project controls/cost engineer positions preferred.
• Experience in managing large/small projects.
• Experience with Ecosys and Power BI, preferable.
• Fully versed with cost control principals and techniques.
• Turnaround experience a plus.
• Excellent analytical, oral and written communication skills.
• Self-starter with a client centered focus.
