Specific Responsibilities:

This is an Environmental Supervisor II- SES position in the Environmental Public Health Program, responsible to manage a comprehensive environmental health regulatory program, including the licensing and regulation of child care facilities, Large Family Child Care homes and family child care homes, School Readiness Health and Safety Checklist inspections, schools, and other related program activities.  Work is performed under the supervision of an Environmental Manager - SES. Provide consultation, training, certification of staff relating to facility design and functions to assure compliance with applicable health and safety standards. Evaluate work and total work program effectiveness. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position has access to Health Management Systems (HMS) for Daily Activity Records (DAR) entry and subordinate staff review.  Access to the Environmental Health (EH) database including Epidemiology reportable disease reports, physician reports, laboratory test results, epidemiology health Investigations and records containing patient Identifiers for environmental health foodborne illness investigations. Enters and updates information in Environmental Health (EH) database including inspections, complaints, permits, customer information and billing information.  May view, update and release information as needed.

 

Plans, reviews assignments and evaluates work of subordinates. Reviews plans and applications for approval and permitting of proposed projects. Trains and counsels’ employees to improve the quality and quantity of work performed.

 

Supervises and coordinates the enforcement of all applicable environmental laws and regulations and recommend corrective action, including but not limited to, directing field investigations and surveys. Makes necessary evaluations to determine appropriate rules and regulations are being enforced.  Reviews and maintains various records and reports relative to environmental surveys. Determines through observation if operations and activities are implemented in compliance with general department policies.  Through training and instruction, introduce employees to new technical methods, procedures, and rules in which competency is required.  Ensures complaint investigations are conducted and documented in accordance with policies and procedures. Assists the Environmental Administrator in coordinating and reviewing activities of field staff. Represents the Environmental Administrator in their absence.

 

Performs site inspections to determine the impact of projects.  Performs inspections and investigations to ensure compliance with federal, state, and local standards in regulated establishments.

 

Monitors and evaluates ongoing field programs to determine whether child care standards are being maintained.  Assists with planning and implementing quality control activities and recommends and monitors corrective action as necessary.
